Changes to decile status in the National Socio-Economic Single Data\n(DTSEN) are very possible through a re-verification process in the\nfield. This was conveyed by the Acting Head of the Central Statistics\nAgency (BPS) for the Special Region of Yogyakarta (DIY), Endang Tri\nWahyuningsih, on Monday (24\/6).<\/p>\n
She was responding to journalists\u2019 questions about a becak (pedicab)\ndriver named Timbul who was classified in Decile 9, whereas previously\nTimbul had been in deciles 1\u20132.<\/p>\n
She explained that after factual verification, Timbul was recorded as\nhaving three household members, working as a motorised becak (bentor)\ndriver, owning a small chicken farming business, and occupying his own\nhouse.<\/p>\n
\u201cDecile changes are still possible if verification results find\nconditions that do not match previous data,\u201d she explained.<\/p>\n
Endang explained that the preparation of DTSEN involves many stages\nand data sources, so the verification process is not carried out to find\nfault with any particular party.<\/p>\n
\u201cDTSEN is a system for recording people, and the process of filling\nit in also involves people. In addition, the Proxy Means Test (PMT)\nmethod used is a model that has limitations,\u201d said Endang.<\/p>\n
To anticipate sampling errors and non-sampling errors (NSE), BPS\ncontinues to accelerate verification to guarantee data quality and\naccuracy. This process requires active public participation as well as\ncross-agency synergy.<\/p>\n

She explained that the DIY Regional Government together with BPS\ncontinue to refine measures for handling the dynamics of decile changes\nin the DTSEN. To that end, Endang emphasised the importance of strong consolidation\nand coordination between BPS, regional governments, and related agencies\nto strengthen understanding of DTSEN.<\/p>\n
\u201cNo party needs to be positioned as right or wrong. What needs to be\nbuilt is good coordination and consolidation,\u201d she stressed.<\/p>\n
BPS is committed to continuing to socialise and explain the DTSEN\nconcept to all stakeholders. If decile changes are found that do not\nmatch factual conditions in the field, the issue can be followed up\nthrough a tiered verification and data updating mechanism.<\/p>\n
Through this synergy, the DIY Regional Government and BPS are\noptimistic that they can guarantee the accuracy of beneficiary data so\nthat social assistance distribution in DIY runs more fairly and\naccurately.<\/p>\n
The Head of the DIY Social Service, Suyarno, explained that decile\nchanges refer to Minister of Social Affairs Decree (Kepmensos) Number\n22. Under this regulation, social assistance is specifically intended\nfor residents in deciles 1\u20134, while health contribution assistance\ncovers residents up to decile 5. Responding to the potential cessation\nof assistance for residents whose decile has risen, his office is\nchoosing to be cautious.<\/p>\n
\u201cThe Social Service must respond wisely and not immediately stop\nassistance for families whose decile has risen. Internally, a scheme is\nbeing discussed so that families whose decile has risen but whose real\nconditions have not changed can still receive social assistance,\u201d\nSuyarno stressed.<\/p>\n
