Resolving Aceh problem<\/p>\n
The debate on military operations in Aceh has been weak
\nrecently. The government, previously firm in its move to launch a
\nmilitary operation in Aceh, is backing off.<\/p>\n
In a limited Cabinet meeting on Monday, President Megawati
\nSoekarnoputri decided to postpone the launch of a military
\noperation. Instead, she opted for a humanitarian operation, law
\nenforcement and moves to improve security.<\/p>\n
Coordinating Minister for Political Affairs and Security
\nSusilo Bambang Yudhoyono told the media that the government would
\nview developments in the restive province very critically.<\/p>\n
In the last two weeks, plans to resolve the conflict in Aceh
\n(by the government) have been inconsistent. The government,
\nirritated by Free Aceh Movement (GAM) maneuvers on the date of
\nthe peace talks, decided, at one point, not to proceed with
\ntalks. That meant that the military option would be pursued.<\/p>\n
At present, the government is reopening the possibility of
\ntalks with GAM via the Henry Dunant Center (HDC), on condition
\nthat GAM bows to the terms of the Cessation of Hostilities
\nAgreement in Aceh (COHA) signed on Dec. 9, 2002.<\/p>\n
Explicitly and formally, GAM must agree to accept special
\nautonomy for Aceh as the basis on which to achieve peace in Aceh
\nas part of the unitary state of Indonesia, Yudhoyono said.<\/p>\n
Resolving conflict in Aceh is not easy: Many things must be
\ntaken into consideration before a decision can be made.
\nTherefore, consistency is essential, as inconsistency would lead
\nto more problems.<\/p>\n
