Residents of Teluk Pucung in Bekasi demonstrated against a circular issued by the sub-district head prohibiting the use of the office yard for wedding celebrations, claiming it was falsely justified by an inspectorate directive that was later denied. The protest, which included demands for the sub-district head's removal due to repeated issues, led to mediation where the circular was agreed to be revoked, highlighting tensions over public facility usage in local governance. This incident underscores ongoing community frustrations with administrative decisions affecting cultural and social events in Indonesian sub-districts.

Bekasi - Residents held a demonstration in the courtyard of the Teluk
Pucung Sub-District Office, North Bekasi Sub-District, Bekasi City, on
Tuesday (7/4/2026).

The action was triggered by the issuance of a circular prohibiting
the use of the sub-district office courtyard for wedding party
activities.

The circular, numbered 145/18/KLTP Set regarding Notification of the
Use of the Teluk Pucung Sub-District Office Courtyard, was signed by the
Teluk Pucung Sub-District Head, Ismail Marzuki, on Thursday
(2/4/2026).

A resident named Yuda (35) stated that the closure of access to the
sub-district courtyard for celebrations was not the first time it had
occurred.

Previously, this regulation had also drawn protests from the
community.

“This incident has happened repeatedly. The reason given by the
sub-district for issuing the letter was on the orders of the
inspectorate. When we checked, it turned out there was no order to issue
such a circular,” said Yuda when confirmed via message on Thursday
(8/4/2026).

According to him, the policy sparked residents’ anger, especially
since some had already distributed invitations for their events, putting
their celebrations at risk of cancellation.

In addition, during the mediation process, some residents also voiced
calls for the sub-district head to be transferred from his position due
to the recurring polemic regarding the use of sub-district land.

In response to the residents’ protests, Teluk Pucung Sub-District
Head Ismail Marzuki expressed his willingness to revoke the circular in
accordance with the mediation outcome with the community.

“As per the residents’ request, we will revoke the circular later,”
said Ismail.

Nevertheless, Ismail hopes that the community can utilise the
facility in an orderly manner while still prioritising the existing
rules.

Meanwhile, the Acting Head of the Bekasi City Regional Inspectorate
admitted that he had never given instructions to issue the circular
prohibiting the use of the sub-district courtyard.

“There was no such directive from the inspectorate,” he said.

This statement simultaneously refutes the reason previously cited as
the basis for issuing the circular and became one of the triggers for
the residents’ protest action.
",
