        "content": "<p>Residents complain over flood<\/p>\n<p>JAKARTA (JP): Residents of Kapuk subdistrict in West Jakarta<br>\ncalled on city authorities on Wednesday to immediately solve the<br>\nhigh level of sea water which has flooded their area for years.<\/p>\n<p>Locals said the constant presence of sea water had damaged<br>\nbuildings and produced an unpleasant odor in the neighborhood.<br>\nThe situation becomes the worst during the rainy season, they<br>\nsaid.<\/p>\n<p>The sea level in some parts of the area is higher than the<br>\nground, the people added.<\/p>\n<p>&quot;Floods here occur even during the dry season. Even a heavy<br>\nrain in the higher elevation of Bogor in West Java can leave us<br>\nwith a flood,&quot; a resident of Jl. Kapuk Poglar, Mustofa, 34, said.<\/p>\n<p>Residents placed sandbags around their property in order to<br>\nprotect their houses and factories from the water.<\/p>\n<p>Mustofa and other Kapuk residents said the unfavorable<br>\nconditions began in the early 1980s, following the massive<br>\nconstruction of factories and warehouses in the area built<br>\nwithout care for the environment.<\/p>\n<p>They used to fill in their foundations with tons of soil and<br>\nit blocked the water, the residents said.<\/p>\n<p>Bule, another resident, said the locals suffered for years in<br>\nsilence without protesting because they knew the Jakarta<br>\nadministration was reluctant to hear any complaints from people<br>\nlike them.<\/p>\n<p>&quot;I hope the authority will dredge the nearby Kali Angke river<br>\nto allow the water to flow properly and, hopefully, free us from<br>\nthis flood,&quot; he said.<\/p>\n<p>Bule said local residents suffered more due to a nearby pig<br>\nslaughterhouse which belongs to city-owned Dharma Jaya company.<\/p>\n<p>&quot;The water is mixed with pig excrement, leaving a repugnant<br>\nodor in the air,&quot; he said.<\/p>\n<p>Located about seven kilometers from Jakarta Bay, Jl. Kapuk<br>\nPoglar is near crowded Jl. Daan Mogot, which connects the capital<br>\nwith Tangerang and is home to thousands of factories.<\/p>\n<p>The residents of Kapuk Poglar also face problems of air and<br>\nwater pollution, which has resulted from the factories.<\/p>\n<p>The water swamps the busy but narrow street of Jl.
