Residents ask for transparent process in Canal payments<\/p>\n

Owners of land and properties affected by the East Flood Canal
\nproject in East Jakarta have demanded that the municipal
\nadministration be more transparent in paying compensation.<\/p>\n
The residents complained that they could not obtain details of
\nproperty prices made by the East Jakarta land and property
\nacquisition committee.<\/p>\n
"We should know how much we will get from the compensation for
\nour buildings," chairman of the residents' forum, Ibrahim Tri
\nAsworo, told The Jakarta Post on Saturday.<\/p>\n
In a newly signed decree, East Jakarta Mayor Koesnan Abdul
\nHalim has ordered that property owners may obtain the estimated
\ncompensation for building premises, fences, wells, yards,
\ngardens, bridges and other facilities.<\/p>\n
According to Ibrahim, the detailed information had so far only
\nbeen made available at the East Jakarta Municipal Office making
\nit difficult for residents to access.<\/p>\n
Another resident, who asked to remain anonymous, complained
\nabout the slow process for compensation.<\/p>\n
"Apparently, those who are involved in the compensation
\nprocess have not prepared well all the documents so that they
\nfind it difficult when they have to process our documents. We
\nhave to wait for more than five hours for them to verify our
\ndocuments," complained the resident of Pondok Kopi.<\/p>\n
Head of Malaka Sari subdistrict -- one of the subdistricts
\naffected by the Canal project -- Wawa Kartiwa, acknowledged the
\nslow compensation process.<\/p>\n
He said that the process had to be done carefully to ensure
\nthat all documents were valid.<\/p>\n
At least 25 residents of Malaka Sari, who own a total of 5,427
\nsquare meters, are slated to receive the compensation at the
\nmunicipal administration office starting this week.<\/p>\n
An official in charge of the compensation process, Edi
\nSudrajat, said that the residents of Malaka Sari, who only have
\nreceipts for land transaction indicating that they have purchased
\nthe land from the previous owners, rather than land title
\ncertificates, would only receive Rp 1,032,000 per square meter,
\nor 90 percent of the registered taxable value of the property
\n(NJOP) of Rp 1,147,000.<\/p>\n
Mayor Koesnan Abdul Halim said earlier last week that his
\nadministration plans to complete the land acquisition for the
\nCanal project by 2007, citing the instruction from Governor
\nSutiyoso.<\/p>\n
As of Sept. 14, the municipality has cleared 139,891 square
\nmeters of land and paid a total of Rp 181.9 billion in
\ncompensation to residents at the six subdistricts in the
\nmunicipality.<\/p>\n
The administration has allocated a total of Rp 375 billion
\nthis year to acquire land for the Canal project, which is
\nexpected to solve flooding in the eastern part of the capital.<\/p>\n
Aside from acquiring land in East Jakarta, the administration
\nhas also earmarked another Rp 90 billion to acquire land in North
\nJakarta affected by the project.<\/p>",
