Reshuffle at Jamsostek questioned<\/p>\n

Two major labor unions have questioned the recent reshuffle at
\nstate insurance company PT Jamsostek, which they said was
\nconducted abruptly and not transparently.<\/p>\n
The Confederation of the All-Indonesian Workers Union (KSPSI)
\nand the Confederation of the Indonesian Prosperity Labor Union
\n(KSBSI) said separately here on Wednesday that they knew about
\nthe recent reshuffle from local media as they had not been
\nconsulted by the government over the appointment of the company's
\nnew board of directors.<\/p>\n
KSPSI chairman Jacob Nuwa Wea said the government could not
\ndecide to reorganize its board of directors without consulting
\nany of the seven labor unions or the Indonesian Employers
\nAssociation (Apindo), which are main stakeholders and have their
\nown representatives on the company's board.<\/p>\n
\"We are suspicious of political motives behind the abrupt
\nreshuffle. We have delivered a letter to President Susilo Bambang
\nYudhoyono, questioning the way the State Minister of State
\nEnterprises carried out the reshuffle,\" he said.<\/p>\n
Unlike the previous reshuffle, he said, the new board members
\nwere not screened prior to their inauguration, nor were they
\nfamiliar with the social security programs run by the company.<\/p>\n
KSBSI chairman Rekson Silaban accused State Minister of State
\nEnterprises Sugiharto of committing corruption, collusion and
\nnepotism in appointing the new board members.<\/p>\n
\"What expertise do these five outsiders have that makes them
\nsuitable leaders for Jamsostek? Iwan Pontjowinoto, appointed as
\nJamsostek's president, is only an IT expert. Does he have the
\ncompetence to preside over Jamsostek? Tjarda Muchtar, appointed
\nas operational and service director is a Golkar politician and a
\nclose friend of Manpower and Transmigration Minister Fahmi
\nIdris,\" he told The Jakarta Post.<\/p>\n
He also questioned the appointment of Iskandar Rangkuti as
\ndirector of investment and that of Andi Achmad as human resources
\nand general affairs director, because the two lacked the
\nnecessary experience and expertise, according to him.<\/p>\n
Nuwa Wea and Rekson were of the same opinion that the presence
\nof the newcomers on the board would have a negative impact on the
\ncompany's performance.<\/p>\n
They denounced the decreasing number of workers registered
\nwith social security schemes, which the minister said was the
\nmain reason for the reshuffle.<\/p>\n
\"The minister does not understand the prolonged economic
\ncrisis, which has made more and more employers unable to pay
\ntheir workers well and register them with Jamsostek. Whoever
\npresides over Jamsostek, the number of social security program
\nparticipants will continue to decrease because many employers
\nhave dismissed their workers amid economic hardship,\" he said.<\/p>\n
Nuwa Wea, also a former manpower and transmigration minister,
\ncalled on the government to enforce Law No. 40\/2004 on the
\nnational social security system and review Law No. 3\/1992 on
\nJamsostek to convert PT Jamsostek into a nonprofit organization,
\notherwise it would continue to be the subject of extortion by
\ngovernment officials, political parties and mass organizations.<\/p>\n
\"Jamsostek's assets worth almost Rp 34 trillion (about US$3.7
\nbillion) belong to workers and not the government and, therefore,
\nit cannot be treated as a state enterprise. The government should
\ncontribute regularly to the social security programs to show its
\npolitical commitment to protecting workers,\" he said.<\/p>",
