        "content": "<p>Resettlement target can't be achieved<\/p>\n<p>YOGYAKARTA (JP): Only 76 percent of a total 650,000 families<br>\ntargeted can be transmigrated before the end of the sixth five-<br>\nyear development plan, Minister of Transmigration Siswono<br>\nYudohusodo said here yesterday.<\/p>\n<p>He expects only 500,000 families will be transmigrated by the<br>\nend of the development plan period in March.<\/p>\n<p>\"The cause is mainly due to financial problems,\" the minister<br>\nsaid without elaborating further.<\/p>\n<p>Speaking in front of cadres of the province's Transmigration<br>\nService Post (Posyantrans), Siswono maintained that despite the<br>\nmany criticisms made against the program, transmigration remains<br>\nan important element in helping fight poverty.<\/p>\n<p>\"Distributing people throughout the country is a very urgent<br>\nneed at the moment, not only for transmigrants but also for local<br>\npeople so they can increase their wealth.<\/p>\n<p>\"Transmigrants can teach indigenous people how to cultivate<br>\nrice fields, raise poultry and breed cattle in a better way,\" he<br>\nsaid.<\/p>\n<p>Siswono pointed out that it was even more urgent to send<br>\ntransmigrants to areas where there was a lack of manpower.<\/p>\n<p>\"Apart from that, there's still, of course, the traditional<br>\nreason that Java island is overpopulated,\" said Siswono pointing<br>\nout that Java, which makes up less than 7 percent of the<br>\ncountry's land area, is home to 59 percent of Indonesia's 200<br>\nmillion people.<\/p>\n<p>Minister Siswono admitted that there were still many<br>\nmisperceptions about the transmigration program.<\/p>\n<p>\"Americans, for example, call the transmigration program to<br>\nEast Timor a second invasion of the province while in Irian Jaya<br>\nit is wrongly perceived as destroying the society. Europeans say<br>\nthe transmigration program in Kalimantan is only destroying the<br>\ntropical forests,\" he remarked.<\/p>\n<p>When asked about those who say the program was nothing more<br>\nthan \"Javanization\" or \"Islamization\" of other cultures, Siswono<br>\nsaid that it was completely untrue.<\/p>\n<p>Every transmigration site, he said, involved the local<br>\ncommunity. He added that the percentage of migrants at<br>\ntransmigration sites account for at least 20 percent of the<br>\npopulation.<\/p>\n<p>In East Timor, for example, the government had decided that<br>\nthe number of migrants in the transmigration area should not<br>\nexceed 20 percent of the population, Siswono explained.<\/p>\n<p>\"We also build churches as well as mosques,\" he added of the<br>\ntransmigrants' activities.
