According to\nLevenia, overflight clearance is a common practice among many countries\nand generally requires time due to several bureaucratic stages. She\nassessed that American aircraft may have previously transited Indonesian\nairspace. However, without a clear cooperation framework, it would be\nmore difficult for the government to conduct comprehensive monitoring.\n\u201cThe American side may have been passing through all this time, we do\nnot know. But with this framework, it becomes more legal, more orderly,\u201d\nshe said. Through this cooperation, Indonesia would have a clearer\nframework to monitor United States aircraft traffic. \u201cIt means we can\nput the \u2018wild lion in a cage\u2019. So, we know where this person will move,\u201d\nshe stated, using an analogy to illustrate the importance of oversight.\nFurthermore, Levenia noted that every military cooperation agreement\ngenerally provides benefits for both parties. She estimated that\nIndonesia could also potentially gain other benefits from the\ncooperation, including opportunities for access to more advanced\ntechnology or primary weapon systems. She said the current document is\nstill a Letter of Intent (LoI), which is non-binding. A Letter of Intent\nis a written document expressing an initial commitment between two\nparties before they enter into a final, legally binding contract. The\ndocument outlines the main points of agreement to guide further\nnegotiations. \u201cWhether it will then be elevated to a Memorandum of\nUnderstanding, a more binding form of cooperation, depends on both\nparties,\u201d she said.<\/p>",
