Jakarta (ANTARA) - Researcher in the Social Field\nat The Indonesian Institute (TII), Made Natasya Restu Dewi Pratiwi,\nbelieves that a collective commitment is needed to break the chain of\nsexual violence in the campus environment, alongside the proliferation\nof cases that have emerged throughout April 2026. Without concrete joint\nsteps, she said, various efforts to provide safe spaces as well as\nregulations for preventing and handling sexual violence on campuses risk\nbecoming mere discourse. \u201cWithout a collective commitment to break this\nchain, safe spaces and regulations for preventing and handling sexual\nviolence on campuses will only remain discourse,\u201d Natasya stated in\nJakarta on Friday. According to her, the government and educational\ninstitutions should properly implement a zero-tolerance policy towards\nsexual violence and ensure the effective implementation of the Sexual\nViolence Crime Law (TPKS) from a victim-centred perspective. She also\nemphasised the importance of a strong sexual violence prevention system\non campuses, starting from safe reporting mechanisms, early detection\nsystems, to the provision of legal and psychological support for\nvictims. Furthermore, Natasya highlighted cases of sexual harassment\noccurring through student group chats at several prestigious\nuniversities, such as the University of Indonesia (UI) and Bogor\nAgricultural Institute (IPB), as evidence that sexual violence is not\nonly physical but also non-physical, which is often normalised as jokes.\n\u201cSexist jokes and the objectification of women are not trivial matters.\nThis is a form of non-physical sexual harassment that has been regulated\nin Article 5 of Law Number 12 of 2022 on TPKS and should be processed\nlegally,\u201d she said. According to her, defences of perpetrators under the\nguise of \u201cjust joking\u201d or \u201coccurring in private spaces\u201d reflect the\npersistence of rape culture in society, where sexual violence is often\njustified and victims are blamed instead. Referring to the 2025 annual\nreport of the National Commission on Violence Against Women (Komnas\nPerempuan), Natasya also highlighted patterns of repeated sexual\nviolence on campuses by the same perpetrators, yet not addressed\nthoroughly. This, she continued, indicates impunity that makes\nperpetrators undeterred, while victims become increasingly reluctant to\nreport. This condition ultimately creates an unsafe campus environment\nand disrupts academic freedom. In addition, power relations in the\ncampus environment further complicate victims\u2019 efforts to obtain\njustice.
