China Sea endorsed<\/p>\n<p>BUKITTINGGI, West Sumatra (JP): Participants of the South<br>\nChina Sea workshop have endorsed the project proposals of the<br>\nWorking Group on Marine Scientific Research.<\/p>\n<p>Hasjim Djalal, a resource person at the workshop and<br>\nIndonesia's Ambassador-at-large for Law of The Sea, told<br>\nreporters here yesterday the decision was made during the first<br>\nday of workshop sessions.<\/p>\n<p>\"We will now hear suggestions on who the appropriate sponsor<br>\nagencies, or countries, should be,\" he told reporters during a<br>\nbreak.<\/p>\n<p>He declined to mention any names, but indicated that the<br>\nUnited Nations Development Program was one of the potential<br>\ndonors, which could provide technical assistance in the<br>\nimplementation of the Working Group's project.<\/p>\n<p>Ian Townsend-Gault, a resource person from Canada, who has<br>\nbeen involved in the implementation of his country's technical<br>\nassistance and financial aid, said the form of assistance could<br>\nnot be generalized, but varied between countries or agencies,<br>\ndepending on the respective situation of each donor.<\/p>\n<p>\"The involvement of non-SCS parties will not be inside the<br>\nlevel of the workshop, but outside it,\" he pointed out, adding<br>\nthat any offers from agencies and countries should be \"seriously<br>\nconsidered\".<\/p>\n<p>Hasjim explained that the participation of non-SCS parties was<br>\nalready agreed on in the previous workshop in Surabaya last year,<br>\n\"but now the proposals in their present form can be floated to<br>\npotential assisting parties\".<\/p>\n<p>The decision to involve \"outside\" countries, he said, was made<br>\nunanimously because the participants had no objections towards<br>\ntechnical and financial support from non-SCS parties as long as<br>\nthis was done outside the workshop level.<\/p>\n<p>\"What they object to is involvement in the decision-making<br>\nprocess in the region -- which is quite a sensitive issue,\" he<br>\nsaid.
