        "content": "<p>Replacement 3-in-1 system sought<\/p>\n<p>JAKARTA (JP): As the three-in-one policy in restricted areas<br>\nhas only created a problem with traffic jockeys, the city<br>\nadministration is now looking for a new, more suitable system to<br>\nhandle traffic congestion during rush hours, an official said on<br>\nWednesday.<\/p>\n<p>\"Governor Sutiyoso has ordered a review of the policy as it<br>\nhas only attracted children to serve as three-in-one traffic<br>\njockeys,\" head of the City Traffic and Land Transportation Agency<br>\nBuyung Atang told The Jakarta Post.<\/p>\n<p>\"We have detained more than 1,200 jockeys and fined more than<br>\n1,400 drivers. Yet, the jockeys keep returning and the drivers<br>\ncontinue using them,\" he said.<\/p>\n<p>He said his agency had conducted research for the past three<br>\nweeks by temporarily revoking the policy in an effort to<br>\ncalculate the number of private vehicles passing the restricted<br>\nzones.<\/p>\n<p>\"We didn't announce the provisional revocation of the policy<br>\nas it would hamper our evaluation. Everyone would then pass<br>\nthrough the restricted zones,\" he said, while insisting that the<br>\npolicy was still in effect.<\/p>\n<p>\"Even without a public announcement, the number of cars<br>\nentering the zones has jumped about 200 percent,\" he added.<\/p>\n<p>He said there were about 89,000 private vehicles passing<br>\nthrough the restricted streets per week before the policy was<br>\nrevoked. Now, the number has jumped to 180,000.<\/p>\n<p>He dismissed speculation that the city administration would<br>\nrevoke the policy and impose a sticker system to overcome traffic<br>\ncongestion.<\/p>\n<p>\"There's no such plan. We're just evaluating the three-in-one<br>\npolicy. The rest is up to the governor,\" Buyung said.<\/p>\n<p>He admitted, however, that there was a 1998 Presidential<br>\nDecree No. 50 which allowed the city administration to impose a<br>\nsticker system.<\/p>\n<p>\"The governor listened to residents opposed to the sticker<br>\nsystem and continued with the three-in-one policy,\" he said.<\/p>\n<p>The sticker system drew opposition from many areas, including<br>\nthe Indonesian Consumers Foundation (YLKI).<\/p>\n<p>Sutiyoso said earlier on Tuesday that with the sticker system<br>\nthe city administration would secure revenues to subsidize public<br>\ntransportation expenditures.<\/p>\n<p>\"The money collected from stickers could be spent to subsidize<br>\nthe transportation owners' expenditures or to buy new buses,\" he<br>\nsaid.<\/p>\n<p>\"The current condition of our public transportation is very<br>\nbad. Look at those buses of the state-owned PPD bus company,\" he<br>\nadded.<\/p>\n<p>Separately, deputy chairperson of YLKI, Agus Pambagio<br>\nregretted Sutiyoso's decision to secretly revoke the<br>\nadministration's three-in-one policy.<\/p>\n<p>\"The policy is a public policy, in which the public took part<br>\nin the planning and execution stages. Therefore, any instruction<br>\nor revocation should also be made public,\" said Agus on the<br>\nsidelines of a seminar at the Ministry of Transportation<br>\nbuilding.<\/p>\n<p>He lashed out at the governor, accusing him of lacking<br>\nsensitivity to the people's interests.<\/p>\n<p>\"The decision has caused a great impact on jockeys since they<br>\nwill lose their jobs,\" he said.<\/p>\n<p>\"It will increase criminal activities on the street because<br>\njobless jockeys may commit crimes on the street,\" he added.<\/p>\n<p>Agus demanded that the city administration make an<br>\nannouncement to end the confusion whether the policy was still in<br>\neffect or not.<\/p>\n<p>\"We only read it in the media. The decision should be made<br>\npublic to end confusion,\" he said.<\/p>\n<p>He supported the plan to replace the three-in-one policy, but<br>\nsuggested a thorough discussion before deciding a new system.<\/p>\n<p>\"We should publicly discuss the liability of the recently-<br>\nproposed sticker system before the administration puts the policy<br>\ninto effect,\" he said.
