A series of incidents involving problematic travel agents in Labuan Bajo, including a fraud case against six Italian tourists, is raising serious concerns about the destination's image. Local authorities and tourism observers are calling for stricter oversight of tour operators and travel agents to restore confidence. The focus is on ensuring business legality, transaction transparency, and service reliability to protect the overall visitor experience beyond the natural beauty of Komodo National Park.

The repeated cases involving travel service providers in Labuan Bajo,
West Manggarai Regency, East Nusa Tenggara, are becoming a serious
concern. From a report by six Italian tourists against the owner of
Travel Labuan Bajo Top, Itok Aman, to cases of fraudulent travel
agencies and trip scalpers that have left tourists stranded, these
issues are considered capable of undermining confidence in Labuan Bajo
as an international tourist destination.

Six Italian tourists reported the owner of Travel Labuan Bajo Top,
Itok Aman, to the West Manggarai Police after claiming they suffered
losses in a tour package to Komodo National Park. They had previously
cancelled their trip with Sabbar Cruise and then chartered another boat
to continue their journey to Komodo National Park. After completing the
trip on Wednesday evening (12/8), the six tourists went to the West
Manggarai Police to file a complaint.

This case has again highlighted the importance of supervision over
tourism travel businesses in Labuan Bajo, especially since similar
problems have occurred before.

Head of the West Manggarai Regency Tourism Office, Petrus Rasyid,
expressed regret over the recurrence of problems involving tourists. “We
deeply regret that this incident has happened again in Labuan Bajo, amid
all our collective efforts to maintain the tourism image of Labuan Bajo
through providing optimal tourism services to guests,” said Petrus on
Thursday (13/8).

According to him, service to tourists must be a shared concern
because every problem experienced by tourists can affect the
destination’s image. “We strongly support firm action to deal with the
individuals responsible for this incident so that it does not happen
again in the future,” he stressed.

Petrus said the regional government will also strengthen
collaboration with parties that have the authority to supervise tour
operators and travel agents. “We will continue to collaborate and
synergise with relevant parties who have authority in supervising tour
operators and travel agents, to ensure they have complied with
applicable regulations,” he said.

In addition to strengthening supervision, the regional government
will identify travel agencies known to have committed fraud against
tourists. “Furthermore, we will also identify travel agencies that have
committed fraud so that they are not included in the Gendang Mabar
application, which will have access to ticket purchases on the mainland
and at Komodo National Park,” said Petrus.

The regional government, together with law enforcement officials and
all tourism stakeholders, is considered to need to strengthen
supervision of travel service providers. Business legality, clarity of
tour packages, certainty of boats and services, as well as the match
between the services offered and those received by tourists are
important aspects in maintaining trust.

Enforcement action against perpetrators proven to have harmed
tourists is also expected not only to provide legal certainty but also
to serve as a deterrent so that similar practices do not continue to
recur.

For Labuan Bajo, this issue is important because tourists do not only
assess the destination based on the beauty of Komodo National Park, but
also on the entire travel experience they receive from booking a tour
package until returning to their home country.

Labuan Bajo tourism observer Florianus Suryono said the series of
cases should be a momentum to improve the governance of tourism travel
services in Labuan Bajo. “The recent series of cases serves as a
reminder of the importance of supervising tourism travel service
providers in Labuan Bajo. Do not let problems caused by a handful of
business operators affect the image of the entire tourism industry,”
said Florianus.

He assessed that business legality must be a primary concern so that
tourists receive certainty when using travel or tour operator services.
“Business legality is important. Tourists must have certainty that they
are transacting with a legitimate business operator, not with a party
that lacks the capacity or authority to provide tourism services,” he
said.

Florianus also emphasised the importance of transaction transparency
and clarity of tour packages. “Tourists must clearly know what they are
buying, what services they will receive, which boat will be used, what
the travel schedule is like, and what facilities are promised. There
must be no discrepancy between the package offered and the services
received by tourists,” he said.

According to Florianus, the practice of unofficial travel agents or
trip scalpers also needs serious attention. “Tourists who come to Labuan
Bajo, especially foreign tourists, certainly rely on information and
services from travel agents. When they have a bad experience, the impact
is not only on that agent, but on the name of Labuan Bajo as a whole,”
he said.

He reminded that maintaining the destination’s image is not enough
with promotion and natural beauty alone. “The beauty of Komodo National
Park is indeed Labuan Bajo’s main attraction, but tourists do not only
buy natural beauty. They also buy the travel experience, from booking a
package, receiving services, using a boat, to returning to their home
country,” said Florianus.

“If that experience is bad, then the destination’s reputation is also
at stake. Therefore, maintaining tourist trust is as important as
maintaining the destination itself,” he stressed.
",
