        "content": "<p>Jakarta \u2013 Religious freedom and belief in Indonesia remains a matter\nof serious concern. Throughout 2025, various cases of intolerance and\nviolations of religious rights continued to be documented across\nnumerous regions. Although the figures appear somewhat lower compared to\nthe previous year, many observers assess that conditions do not yet\ndemonstrate truly significant improvement.<\/p>\n<p>A report on Religious Freedom and Belief (KBB) throughout 2025\nindicates that violations occurring still follow patterns similar to\nprevious years. This suggests that issues of tolerance and protection\nfor religious minority groups remain fundamentally unresolved.<\/p>\n<p>This situation demonstrates the state\u2019s continued weak commitment to\nmaintaining harmonious religious coexistence. \u201cThis is concrete evidence\nthat the state has not genuinely committed to preserving national\nstability through maintenance of tolerance amongst religious\ncommunities,\u201d said Halili Hasan, Executive Director of SETARA Institute,\nwhen presenting the 2025 KBB report in Jakarta on Tuesday, 10 March\n2026.<\/p>\n<p>Throughout 2025, a total of 221 religious freedom violation incidents\nwere recorded, comprising 331 related actions. This figure is indeed\nlower compared to 2024, which recorded 260 incidents with 402 actions.\nHowever, this numerical decline is assessed as not yet reflecting\nsubstantive improvement in the overall situation.<\/p>\n<p>Of all cases occurring in 2025, 128 violations were perpetrated by\nstate actors, whilst 197 actions were committed by non-state actors such\nas community groups or specific organisations.<\/p>\n<p>According to Halili, the persistence of violations repeating over\nseveral recent years is inseparable from regulations considered still\ndiscriminatory towards religious minority groups. \u201cOne contextual\ntrigger for the consistently high number of KBB violations over the past\nfive years is the continued existence of discriminatory and intolerant\nregulations targeting minority groups such as Christian and Catholic\nreligious groups, and the Ahmadiyah congregation. These regulations\ncontinue to be perpetuated in order to restrict the scope for minority\ngroups to practise their religious teachings and rituals. Existing\nregulations also serve as legitimation tools for intolerant groups to\ncommit discriminatory actions,\u201d he explained.<\/p>\n<p>Beyond the still-high violation figures, the report also highlighted\nseveral important trends occurring throughout 2025, including increased\ncontribution of violations perpetrated by non-state actors.<\/p>",
