Regulation on domestic helpers effective soon<\/p>\n
JAKARTA (JP): The city administration is poised to carry out a
\nregulation on the welfare of domestic helpers next month, Head
\nthe City Manpower Office Suhatman said yesterday.<\/p>\n
Suhatman told reporters that his office is still waiting for
\nmore technical guidance on how to implement the regulation, which
\nis currently being reviewed by the city administration.<\/p>\n
\"The review is expected to be completed next month. We hope to
\nstart applying the regulation as soon as possible,\" he said.<\/p>\n
The regulation being reviewed, Suhatman said, stipulates that
\nany family employing a servant without training from a servant
\ndistribution foundation must pay Rp 2,500 per year to the city
\nadministration as a training fee.<\/p>\n
\"Foundations that distribute servants should pay Rp 500,000
\nevery year to the city administration,\" he said.<\/p>\n
The regulation assures that the families, as employers, make
\nan effort to better, and protect, the welfare of their helpers,
\nhe explained.<\/p>\n
\"The city administration is striving to increase the quality
\nof servants by providing a training program for them,\" Suhatman
\nsaid.<\/p>\n
He explained that the training program is designed to help put
\nservants in a stronger position than their current one, which is
\nopen to all forms of abuse.<\/p>\n
Meanwhile, Chairman of the All-Indonesian Workers Association
\n(SPSI) Salam Sumangat hailed the initiative taken by the city
\nadministration to increase the welfare of Indonesia's servants.<\/p>\n
\"It's very good even though its implementation will face
\nvarious problems,\" Salam said.<\/p>\n
He explained there are currently about 800,000 families who
\nemploy servants in the city. A problem will arise, he speculated,
\nwhen the city administration starts registering all of the
\nservants in the city.<\/p>\n
\"However, the city should not hesitate to apply the regulation
\nand evaluate the problems that hamper its implementation,\" he
\nsaid.<\/p>\n
At training center workshop yesterday, the Deputy Governor for
\nSocial Welfare, R.S. Museno, said that out of the 300,000
\nnewcomers that arrive in the city, 80 percent have only a primary
\nschool education and the majority will work as servants.<\/p>\n
Museno said that it is important to provide a training center
\nfor them to create higher quality workers in the city. (yns)<\/p>",
