The registry office in Central Jakarta has proved itself
\ninefficient in the handling of an application for my daughter's
\nbirth certificate.<\/p>\n
On May 19, 1997 I handed over all the necessary documents for
\nmy request to be processed. I paid the administration fee of Rp
\n50,000 to Mr. Ishak and was given a receipt for the amount.<\/p>\n
After some time, I returned to the registry office to collect
\nthe birth certificate but Mr. Ishak was not there. Subsequent
\nvisits were also in vain. When finally I met him he promised that
\nthe document would be ready in a couple of weeks.<\/p>\n
After that time had elapsed I went again to the registry
\noffice but he was nowhere to be found. When asked, his colleagues
\nwould give various answers: \"I do not know\"; \"He is abroad\"; \"He
\nis collecting his salary\".<\/p>\n
I was not the only one looking for Mr. Ishak.<\/p>\n
And when I checked at the counter I discovered that my
\ndocuments had not been registered at all. I had made no special
\ndemands on Mr. Ishak, I just wanted my daughter's birth
\ncertificate.<\/p>\n
I appeal to the Central Jakarta mayor and head of the registry
\noffice to supervise the staff who serve members of the public.<\/p>\n
