        "content": "<p>Regions need guidelines for DAU funds<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>Administrations in the provinces and regencies need to be<br>\nequipped with guidelines to follow so they know how to use the<br>\ncentral government's General Allocation Funds (DAU) in an<br>\neffective manner, according to an expert.<\/p>\n<p>Ahmad Syakhroza of the University of Indonesia said on Tuesday<br>\nthat many local governments had used the funds mostly on routine<br>\nexpenditures such as salaries, thus neglecting infrastructure<br>\ndevelopment or other economic and social programs.<\/p>\n<p>\"Such a huge amount of money is not effective if it is only<br>\nused for routine expenditures,\" said Ahmad, who is also a<br>\nconsultant for a number of regional governments.<\/p>\n<p>He said that the guidelines, preferably designed by the<br>\ncentral government, would be useful for new governments and<br>\nlawmakers in the outer regions.<\/p>\n<p>The local administrations are expected to get more DAU funds<br>\nstarting in 2008, as the recently endorsed Intergovernmental<br>\nFiscal Balance Law, calls for the DAU portion to be increased to<br>\n26 percent of the annual state budget's domestic revenue, up from<br>\n25 percent currently.  For 2004, the DAU has been earmarked at Rp<br>\n88.1 trillion.<\/p>\n<p>The central government provides the funds to help regional<br>\ngovernments finance a greater portion of their own fiscal needs<br>\nfollowing the implementation for the Autonomy Law in 1999.  The<br>\ncentral government also provides Special Allocation Funds (DAK)<br>\nto help finance social and economic development programs in the<br>\nregions.<\/p>\n<p>Ahmad said despite the availability of the DAK funds, the<br>\nregional government must also commit part of the DAU funds for<br>\ndevelopment programs to help accelerate economic growth in their<br>\nrespective areas.<\/p>\n<p>Many provinces and regencies in the country, particularly<br>\noutside of Java, have lagged behind in terms of overall<br>\ndevelopment.<\/p>\n<p>\"After all, the essence of a government is to ensure welfare<br>\nfor its people,\" Ahmad said.<\/p>",
