        "content": "<p>The East Java Provincial Secretary, Adhy Karyono, hopes that the\ndiscussion regarding the Draft Regional Regulation (Raperda) on\napp-based transport services will respect the division of authority\nbetween local and central governments.<\/p>\n<p>\u201cIt must not exceed the Governor\u2019s authority in determining tariffs,\u201d\nsaid Adhy following a plenary session of the East Java Regional House of\nRepresentatives (DPRD Jatim) in Surabaya on Wednesday.<\/p>\n<p>Adhy emphasised that the regional regulation must not regulate\nmatters that already fall under the authority of the Ministry of\nTransportation, particularly regarding the establishment of tariffs for\napp-based transport.<\/p>\n<p>Meanwhile, the Governor\u2019s authority regarding special rental\ntransport services lies in the determination of upper and lower tariff\nlimits.<\/p>\n<p>Therefore, Adhy hopes that the substance of the App-Based Transport\nServices Draft Regulation will be more directed towards aspects of\nprotection, guidance, and supervision for online motorcycle taxi (ojol)\ndrivers as well as service users.<\/p>\n<p>He stated that regional regulations can accommodate the specificities\nof East Java, such as demographic characteristics and regional\nconditions, provided they do not conflict with central government\nregulations.<\/p>\n<p>In the discussion of the Draft Regulation, Adhy also requested that\nregional regulations align with the development of central government\npolicies.<\/p>\n<p>This is necessary to ensure that the regulation eventually enacted\nremains consistent with higher-level laws and regulations.<\/p>\n<p>Furthermore, provisions regarding written warnings to application\ncompanies also need to be adjusted in accordance with regulations\nconcerning the implementation of electronic systems.<\/p>",
