        "content": "<p>The recovery condition of flood-affected areas in Aceh, North\nSumatra, and West Sumatra was presented directly by local governments to\nthe central government during a daily coordination meeting of the\nRehabilitation and Reconstruction Acceleration Task Force (Satgas PRR)\non Thursday, 12 March 2026.<\/p>\n<p>The hybrid meeting, held from the Command Centre of the Ministry of\nHome Affairs or the National Post of the Satgas PRR, brought together\nrepresentatives from ministries and agencies with provincial secretaries\nand officials from affected districts and cities.<\/p>\n<p>In this forum, local governments presented factual recovery\nconditions in the field, whilst ministries and agencies reported on the\nprogress of ongoing rehabilitation and reconstruction programmes. This\nexchange of information became crucial in ensuring that various recovery\nprogrammes implemented by the central government could be adjusted to\nmeet actual needs at the regional level.<\/p>\n<p>The Deputy Secretary of Central Aceh, Mursyid, reported that nine\nsub-districts in the regency were still facing limited access to clean\nwater. Temporary water supply was being provided through pipe assistance\nand the use of water sources that still needed to be boiled before\nuse.<\/p>\n<p>\u201cElectricity in five villages is also not yet fully stable, so some\ncommunities are still relying on generators as a temporary power\nsource,\u201d he said.<\/p>\n<p>The North Aceh District Government reported that several educational\nfacilities were still damaged. Of 17 affected primary schools, one\nlocation was still conducting teaching and learning activities in\ntents.<\/p>\n<p>Additionally, two regency road sections in the area remained\nimpassable due to post-flood damage. \u201cFish ponds are not functioning\nbecause they are buried and new river mouths have appeared. Most river\nnormalisation work has also not yet been carried out,\u201d said the North\nAceh representative.<\/p>\n<p>The Pidie Jaya District Government also reported that approximately\n1,500 hectares of rice fields in several sub-districts had not returned\nto normal. The clean water supply system in the Meureudu area was even\nreported to have completely collapsed, with the community still relying\non alternative water sources.<\/p>\n<p>Similar reports were also submitted by several areas in North\nSumatra. The Deputy Secretary of Central Tapanuli Regency, Binsar TH\nSitanggang, reported that eight village offices were damaged, with\ntemporary government services being provided at other locations.<\/p>\n<p>Several educational facilities were still in recovery stages. Some\nschools had returned to normal operations whilst others continued to\nhold classes in tents, such as SMKN 1 Badiri. \u201cMeanwhile, SMPN 2 Satu\nAtap Tukka has returned to the school building because it has been\nrepaired. Thank you to the TNI,\u201d he said.<\/p>\n<p>Two connecting bridges in Central Tapanuli that remained impassable\nwere also reported, currently under reconstruction. According to Binsar,\nsmall and medium-sized enterprises had actually begun to recover, though\nseveral villages were still hampered by electricity and internet issues.\n\u201cSibio-bio Village, Aek Bontar Village, and Aek Kalangan II Village have\nnot recovered 100 per cent because they are isolated areas,\u201d he\nsaid.<\/p>\n<p>Meanwhile in West Sumatra, the Agam District Government reported that\neight bridges were still suffering severe damage due to river expansion\nduring the disaster. Several educational facilities also still required\nfurther attention, including one primary school that was still\nconducting teaching and learning activities in tents.<\/p>\n<p>Time to Align Steps<\/p>\n<p>The presentations from local governments directly became a reference\nfor ministries and agencies to adjust recovery efforts according to\ntheir respective authority.<\/p>\n<p>In response to these basic infrastructure challenges, the Ministry of\nPublic Works committed to promptly validating data on coordinates of\ntemporary housing and permanent housing locations to accelerate access\nto clean water and bridge repairs.<\/p>\n<p>The Ministry of Energy and Mineral Resources stated its readiness to\nsupport new electricity installation in isolated areas, with the\ncondition that priority location coordination be finalised immediately\nwith BNPB based on the latest data from the regions.<\/p>\n<p>Separately, Bappenas emphasised that the Master Plan (Renduk)\ndocument was being finalised to ensure medium-term recovery, including\nriver normalisation and provincial road improvements, had a strong legal\nframework and budget. The Ministry of Religion also ensured that\nremaining assistance for houses of worship in North Sumatra and West\nSumatra would be completed soon following verification of the latest\ndamage data presented by the regional secretaries in the meeting.<\/p>\n<p>This synergy ensured that every report of obstacles from the field\nwas directly responded to with technical steps by the relevant central\nministries, thus avoiding policy overlap.<\/p>\n<p>The Deputy Commander of the Satgas PRR, Brigadier General TNI Dody M.\nTaufik, emphasised in the meeting that meeting basic needs in temporary\nhousing needed to be accelerated, particularly the provision of clean\nwater and electricity, so that the target of moving evacuees before Eid\nal-Fitr 2026 could be achieved.<\/p>\n<p>\u201cLocal governments, please update refugee data more thoroughly down\nto village level,\u201d said Dody. \u201cThis is important to support the\nacceleration of rehabilitation and reconstruction processes in\naccordance with the direction of Satgas PRR Commander Tito Karnavian and\nthe provisions in the Presidential Regulation.\u201d<\/p>\n<p>On various occasions, Commander Tito Karnavian had emphasised that\nthe alignment of ministerial and agency programmes must refer to the\nactual conditions reported by local governments. This data was mapped\nthrough a number of recovery indicators, ranging from government\nservices and road access to electricity, clean water, and community\neconomic activity.<\/p>\n<p>\u201cThe normality indicators of an area are determined by several\nvariables such as government, public services, land access, economy, and\nsocial factors.
