Ismeralda Lebang as North<br>\nSulawesi's regional police chief candidate, which was voiced by<br>\nvarious social groups in Manado, is ironic and will be an<br>\noffensive precedent in similar cases in other provinces.<\/p>\n<p>Professional career promotion within the National Police<br>\nalways considers the assignment of cadres, so that whatever<br>\noffice is chosen for the relevant officer, there is nothing to<br>\nargue unless the track record is poor.<\/p>\n<p>The resistance of regional communities to military and police<br>\nfunctional appointments is in fact relatively more lenient than<br>\nto governors' designation. However, if such opposition still<br>\ntakes the form of a street demo without clear motivation, it will<br>\nincrease the confusion in interpreting personnel assignment like<br>\nthat involving Ismeralda Lebang. While military and law<br>\nenforcement institutions are no longer affected by issues of<br>\nreligion, ethnicity or regionalism, it is indeed tragic if career<br>\nfunctions are misunderstood in regions.<\/p>\n<p>In the event of other regions imitating the move, the nation<br>\nwill only be wasting its energy to question the eligibility of a<br>\nregion's functional appointment when the relevant post is not<br>\nfilled by an indigenous figure.
