        "content": "<p>Regional govts told to revoke 80 bylaws<\/p>\n<p>Kurniawan Hari, The Jakarta Post, Jakarta<\/p>\n<p>The central government has asked regional administrations to<br>\nrevoke at least 80 problematic regulations for fear that they<br>\nwill discourage investment, a senior official said on Thursday.<\/p>\n<p>The Ministry of Finance's Director General of Fiscal Balance<br>\nfor Central and Regional Administration Machfud Sidik said that<br>\nthe 80 regulations to be revoked were some of the 1,129 regional<br>\nregulations that had been assessed by the central government.<\/p>\n<p>\"The revocation order was made by the Ministry of Finance,\"<br>\nMachfud said at a seminar on regional autonomy at the People's<br>\nConsultative Assembly (MPR).<\/p>\n<p>Machfud did not name the 80 regulations, but confirmed that<br>\nthe Minister of Home Affairs had asked regional administrations<br>\nto review those regulations.<\/p>\n<p>Based on existing procedures, the Minister of Finance can ask<br>\nthe Minister of Home Affairs to revoke regional regulations that<br>\ncontradict those issued by the central government.<\/p>\n<p>Many regulations were issued by regional administrations after<br>\nthey were given the authority to do so under Law No. 34\/2000,<br>\nwhich is enforced by Government Regulation No. 65\/2001 on<br>\nregional taxes and Government Regulation No. 66\/2001 on regional<br>\nlevies.<\/p>\n<p>Based on the law, Machfud said, regional administrations had<br>\nbeen given the authority to apply 11 types of taxes and 28 types<br>\nof levies.<\/p>\n<p>However, instead of providing benefits to the regional<br>\ngovernments, the new regional regulations were considered to have<br>\nbeen more burdensome for investors, thereby discouraging them<br>\nfrom continuing their projects.<\/p>\n<p>Taxes on cattle identification cards, for example, have been<br>\nregulated by the central government so that there is no need for<br>\nregional administrations to impose similar taxes on the same<br>\nthing.<\/p>\n<p>Convicted Bank Indonesia Governor Syahril Sabirin also<br>\nreminded the seminar that the ambition of regional<br>\nadministrations to obtain as much revenue as possible through the<br>\nimposition of taxes and levies would not help the business<br>\ncommunity.<\/p>\n<p>Syahril admitted that in the short term such a policy would<br>\nincrease the income to the regions.<\/p>\n<p>\"But, in the long term it will discourage businessmen from<br>\nentering the regions,\" Syahril added.<\/p>",
