        "content": "<p>Regional governments, PHRI to rate hotels<\/p>\n<p>Fitri Wulandari, The Jakarta Post, Jakarta<\/p>\n<p>The central government has issued a new decree which transfers<br>\nits decades long authority to assess and rate hotels to regional<br>\ngovernments and the Indonesian Hotel and Restaurant Association<br>\n(PHRI).<\/p>\n<p>R. Sarwono, deputy for Tourism Development at the Ministry of<br>\nTourism and Culture said that in the past, approval for hotel<br>\nclassification had been the sole authority of the central<br>\ngovernment.<\/p>\n<p>Under the new decree, hotel classification or rating would be<br>\njointly issued by regional governments and PHRI.<\/p>\n<p>\"PHRI will issue certificates which will be approved by the<br>\ngovernor. PHRI and regional government would share authority,\"<br>\nSarwono told the Jakarta Post on Tuesday.<\/p>\n<p>The new decree will take effect next month.<\/p>\n<p>Representatives from hotel customers would also be involved in<br>\nthe assessment to maintain objectivity, Sarwono said.<\/p>\n<p>\"PHRI will arrange a mystery guest on the assessment,\" he<br>\nsaid.<\/p>\n<p>The hotel assessment, Sarwono said, would cover basic<br>\nrequirements such as hotel permits, building permits and<br>\nsupporting facilities. It would also cover operational<br>\nrequirement such as services and management.<\/p>\n<p>Those who did not meet requirements according to their<br>\nclassification would be given time to complete improvements.<\/p>\n<p>Sarwono said that the new system would have a positive impact<br>\non the hotel industry as hotel managers would be forced to be<br>\nmore professional and responsible for their products.<\/p>\n<p>\"Those who can offer better services will be able to win more<br>\ncustomers,\" he remarked.<\/p>\n<p>Yanti Sukamdani Hardjoprakoso, chairwomen of PHRI said that<br>\nthe coming hotel assessment would focus more on services and<br>\nmanagement, not only the physical aspects.<\/p>\n<p>Yanti said that with the new system hotel classification would<br>\nbe better because assessments were conducted by professional<br>\ninstitutions.<\/p>\n<p>At present, hotels are classified into five rating categories:<br>\nfive stars, four stars, three stars, two stars and one star<br>\naccording to facilities and services they offer.<\/p>",
