Regional autonomy policy not on track: Ryaas<\/p>\n
JAKARTA (JP): Ryaas Rasyid, former state minister of regional
\nautonomy affairs, criticized the poor and improper implementation
\nof regional autonomy, saying it could jeopardize the nation.<\/p>\n
He said there were numerous indications to suggest that the
\nMinistry of Home Affairs and Regional Autonomy did not
\neffectively make the implementation of regional autonomy a
\nsuccess.<\/p>\n
\"The ministry has closed its eyes to numerous serious problems
\nthat have risen to the surface following the implementation of
\nregional autonomy last January,\" he said, during a pause in the
\ndeliberation of the bill on Papuan special autonomy in the House
\nof Representatives here on Saturday.<\/p>\n
According to him, most officials at the Ministry are not
\nprofessional and do not have a good understanding of the concept
\nof regional autonomy so that its implementation has raised
\nnumerous problems in the regions.<\/p>\n
\"The ministry failed to make the necessary regulations and
\npresidential decrees to enforce the laws on regional autonomy and
\non the fiscal balance and to function well as a bridge between
\nthe central government and the regions.<\/p>\n
\"For example, the ministry has closed its eyes to the rampant
\nextortion of national and multinational corporations in the
\nregions and the issuance by local administrations of numerous
\nregulations that are against the laws on regional autonomy and on
\nfiscal balance,\" he said.<\/p>\n
He warned that the inconsistent and poor implementation of
\nregional autonomy could trigger serious problems that could
\nthreaten the unitary state.<\/p>\n
\"And Indonesia will collapse if regional autonomy fails,\" he
\nsaid.<\/p>\n
Asked to comment on the next Cabinet, Ryaas said he would
\nnever beg for a position or a ministerial job in President
\nMegawati Soekarnoputri's government.<\/p>\n
\"I now have a lot of work besides my daily task to teach both
\nat the State Institute of Public Administration (IIP) and
\noverseas,\" he said, adding that he would go to the United States
\nthis August to conduct research to write a book on public
\nadministration in Indonesia.<\/p>\n
He further added that Megawati should return the government
\nand its bureaucracy to its original track to help the nation
\ndefuse the crisis immediately.<\/p>\n
According to him, the President should recruit professionals,
\neither from political parties and higher learning institutions,
\nto help her run her government and the civil service.<\/p>\n
He warned that the new government would fail to advance,
\nespecially in the economic field, if Megawati's coalition Cabinet
\nwas filled by unprofessional politicians. (rms)<\/p>",
