The head of the Task Force for Accelerated Rehabilitation and\nReconstruction (PRR) Following Post-Disaster in Sumatra, Tito Karnavian,\nhas urged regional governments to immediately accelerate data collection\nof residents who will occupy permanent housing (huntap) for disaster\nvictims.<\/p>\n
Tito stated that expediting data collection is important so that the\ncentral government can promptly begin construction of permanent homes\nfor affected communities.<\/p>\n
\u201cAll regional heads are saying the same thing\u2014they want permanent\nhousing built quickly. But the data must be clear first,\u201d Tito said in a\nwritten statement on Tuesday, 17 March 2026.<\/p>\n
This was stated by Tito whilst attending a social assistance\ndistribution activity for disaster-affected communities in Idi Rayeuk,\nEast Aceh Regency, Aceh, on Monday, 16 March.<\/p>\n
According to him, regional heads need to establish a special team or\ntask force to record residents\u2019 preferences regarding whether they\nchoose the in-situ or communal scheme for permanent housing\ndevelopment.<\/p>\n
He explained that the in-situ scheme means homes are rebuilt at the\nlocation or on land owned by the residents themselves. Under this\nscheme, residents can choose to have their homes built by the government\nor build them themselves with assistance funds of approximately 60\nmillion rupiah.<\/p>\n
\u201cResidents are asked: do you want to live in-situ with construction\nby BNPB [National Disaster Management Authority], or do you want to\nbuild it yourself with an allocation of 60 million rupiah? But the land\nmust be your own,\u201d he said.<\/p>\n
Meanwhile, the communal scheme means residents will be placed in a\nnew residential area built together in a single complex prepared by the\ngovernment.<\/p>\n
For this scheme, regional governments are asked to prepare land that\ncan be used as a development location, whether from government-owned\nland (regional or central), state-owned enterprises, or through the\npurchase of community land at fair prices.<\/p>\n
\u201cIf there is no government land available, land can also be purchased\nfrom the community at a fair price,\u201d he said.<\/p>\n
Tito emphasised that residents\u2019 preferences must be recorded clearly\nthrough forms and accompanied by statements so that the central\ngovernment can determine the permanent housing development pattern.<\/p>\n
\u201cThe faster we have data on who wants in-situ housing and who chooses\nthe complex option, the easier it will be for us to coordinate permanent\nhousing construction,\u201d he explained.<\/p>\n
He also reminded regional governments to actively conduct data\ncollection in the field and not merely wait for assistance from the\ncentral government.<\/p>\n
According to Tito, permanent housing development is an important step\nin restoring the lives of disaster-affected communities after evacuees\nwere previously placed in temporary shelters or received housing rental\nassistance.<\/p>\n
