Habibie on Monday issued a decree<br>\nthat will alter the long-standing centralization of power and<br>\ngive regional officials greater authority in major development<br>\nprojects.<\/p>\n<p>The ruling will come into effect on April 1.<\/p>\n<p>Coordinating Minister for Development Supervision and<br>\nAdministrative Reform Hartarto said the new presidential decree<br>\ngives regional officials the authority to make decisions<br>\nregarding projects with a budget of up to Rp 50 billion (US$6.25<br>\nmillion).<\/p>\n<p>Development projects costing the state more than this amount<br>\nwill be handled by ministers or state agency chiefs, Hartarto<br>\nsaid in a media release.<\/p>\n<p>According to the 1994 presidential decree still in effect,<br>\nprovincial and regency authorities are only given autonomy to<br>\nhandle projects with a budget less than Rp 2 billion. Projects<br>\ncosting between Rp 2 billion and Rp 5 billion are handled by<br>\ndirector generals and those worth Rp 5 billion and over are<br>\nhandled by ministers or state agency chiefs.<\/p>\n<p>Hartarto said that for projects financed by provincial<br>\nbudgets, lower-rank officials such as project chiefs would be<br>\nauthorized to handle those with a budget of Rp 50 billion or<br>\nless. Projects worth more than that will fall into the<br>\njurisdiction of governors.<\/p>\n<p>The minister said his office would not have the authority to<br>\ndecide the winners of bids for government projects. The office<br>\nwould only supervise the bidding process.<\/p>\n<p>&quot;Governors, regents and other government officials will be in<br>\ncharge of the tendering process, and report for supervision to my<br>\noffice,&quot; he said.
