        "content": "<p>Regency complains of illegal wells<\/p>\n<p>Theresia Sufa, The Jakarta Post, Bogor<\/p>\n<p>A total of 447 industrial artesian wells in the industrial<br>\nestates of Citeureup, Gunung Putri and Cileungsi in Bogor regency<br>\ndo not have permits from the regency mining authority.<\/p>\n<p>\"The regency administration is powerless to take stern action<br>\nagainst those companies that have illegal artesian wells. It's<br>\nour weakness,\" agency groundwater exploration head Dede Armansyah<br>\ntold The Jakarta Post on Thursday.<\/p>\n<p>\"The regency-run water company PDAM should be the one that<br>\ndrilled the wells but it couldn't do it due to its limited<br>\ncapacity. That's why many companies drilled the wells<br>\nthemselves.\"<\/p>\n<p>Companies should obtain permits to bore wells and pay annual<br>\ntax on underground water.<\/p>\n<p>Dede said the remaining 887 wells in the regency had permits<br>\nbut only eight had a monitoring well to monitor underground water<br>\nlevels.<\/p>\n<p>Regency bylaws state that each company with more than five<br>\nindustrial wells must have a monitoring well.<\/p>\n<p>Dede said that so far only one of the eight companies that had<br>\nindustrial wells, PT Indocement Tunggal Prakasa Tbk., had<br>\nregularly reported its water levels to the agency.<\/p>\n<p>Companies must drill more than 40 meters to get underground<br>\nwater and put concrete on the wells' walls so as not to absorb<br>\nunderground water from surrounding household wells.<\/p>\n<p>The densely populated industrial area ideally should have 40<br>\nmonitoring wells.<\/p>\n<p>\"Otherwise, Bogor will suffer from decreasing underground<br>\nwater levels like in Bandung, Jakarta and Semarang,\" Dede said.<\/p>\n<p>In Bandung regency, the underground water level was five<br>\nmeters in the 1970s but 20 years later it was 100 meters due to<br>\nuncontrolled boring of artesian wells in Leuwi Gajah industrial<br>\nestate.<\/p>\n<p>Dede said that the underground water level in the regency was<br>\nstill good at an average of 10 meters. In the mountain resort of<br>\nPuncak the level was only five meters.<\/p>\n<p>\"The problem is we don't know for how long we can maintain<br>\nsuch a good condition. If we have adequate monitoring wells, we<br>\ncan monitor the underground water level in this area,\" he said.<\/p>",
