Witular, The Jakarta Post, Jakarta<\/p>\n<p>The country's main cigarette-producing regencies sought<br>\nsupport on Monday from the House of Representatives for their<br>\nproposal on the distribution of cigarette taxes.<\/p>\n<p>The regencies announced they direly needed some of the revenue<br>\ngenerated by the tax, because, unlike other regencies, they<br>\nlacked natural resources as alternative sources of income.<\/p>\n<p>The regencies demanded 10 percent of cigarette taxes.<\/p>\n<p>\"We have no natural resources at all. The only source of<br>\nincome for us is from cigarette factories,\" Kudus Regent Munadjat<br>\nsaid, during a meeting with the House of Representatives<br>\nCommission IX on financial and development planning affairs.<\/p>\n<p>Kudus is home to one of the country's largest cigarette<br>\nproducers, PT Djarum Kudus, which, according to Munadjat, pays Rp<br>\n10 billion a day in tax to the central government.<\/p>\n<p>Also present at the meeting was the regent of Kediri, which is<br>\nhome to PT Gudang Garam, and the vice mayor of Surabaya, which is<br>\nhome to PT HM Sampoerna. The three areas are located in East Java<br>\nprovince.<\/p>\n<p>Following the implementation of the autonomy law by the<br>\ngovernment last year, the regions have been seeking ways to<br>\nexplore additional sources of income.<\/p>\n<p>Intergovernmental Fiscal Balance Law No. 25\/1999 only rules on<br>\nthe distribution between the regional and central governments of<br>\nearnings from natural resources, such as oil, gas, mineral<br>\nresources, fish and forests.<\/p>\n<p>This has disappointed many regencies that lack natural<br>\nresources.<\/p>\n<p>In response, legislators said they would discuss the issue<br>\nwith Minister of Finance Boediono.<\/p>\n<p>Boediono, who was first scheduled to participate in the<br>\nmeeting, failed to appear. He was represented by the director<br>\ngeneral of tax and excise, Permana Agung, who claimed to have no<br>\nright to decide on the issue.<\/p>\n<p>Under the state budget, the government expects to collect Rp<br>\n22.35 trillion (US$2.4 billion) in excise, including Rp 21.85<br>\ntrillion from cigarette taxes.<\/p>\n<p>As of the end of June, only Rp 9 trillion had been collected<br>\nfrom cigarette taxes, from a target of Rp 11 trillion.<\/p>",
