Reforms are allowed<\/p>\n
Now it is clear: there is nothing wrong with the idea that
\nreforms are a necessity. President Soeharto himself, as stated by
\nMinister of Home Affairs Hartono and Minister of Information Alwi
\nDahlan in their clarification of the President's earlier remarks,
\nhas opened the door to political and economic reforms.<\/p>\n
The State Policy Guidelines actually already contain a
\nframework for the reforms desired, although in very general
\nterms. For their implementation, further supporting legislation
\nis needed, such as specific laws, government regulations,
\npresidential decrees, presidential instructions and ministerial
\nregulations.<\/p>\n
In legal principle, subordinate laws must concur with those
\nthat rank above them. This is what often gives rise to problems.
\nWhenever the author of a subsidiary regulation fails to grasp the
\nspirit of the one superior to it -- or deliberately interprets it
\nto serve certain covert interests -- then divergences are bound
\nto occur. In such cases, it is the public is ultimately the
\nloser.<\/p>\n
Thus, since the State Policy Guidelines decree a more
\ndemocratic and just national development policy, it is now up to
\nour political elite and those who are responsible for formulating
\npolicies to execute this. It is a big job that calls for clear
\nand careful thinking. At the same time the whole process must be
\ncarried out constitutionally.<\/p>\n
Will the government and the House of Representatives be able
\nto accomplish all this? They should be provided that everyone
\ninvolved is willing to be amenable. All arrogance, or worse,
\ndishonesty designed to hide flaws or conceal interests must be
\ndiscarded.<\/p>\n
After the President's statement, the public hopes Golkar and
\nthe Armed Forces (ABRI), as the real pacesetters of national
\npolitics, can lead the process. There is nothing to lose from
\ntaking on such a role. Our people will even recognize such
\nefforts as a real contribution on their part to the nation and
\nthe country.<\/p>\n
