The Bonded Logistics Centre (PLB) is being optimised as a buffer zone\nto reduce goods accumulation at ports, thereby lowering dwelling time\nand logistics costs. The Jakarta Customs Regional Office believes that\nutilising these facilities allows goods to exit port areas more quickly\nbefore proceeding to the next stage of the supply chain.<\/p>\n
Head of the Jakarta Customs Regional Office, Hendri Darnadi, stated\nthat a recent inspection of PT Sarana Gemilang in the Nusantara Bonded\nZone (KBN), Jakarta, was conducted to assess the utilisation of PLB\nfacilities and to identify challenges faced by companies. \u201cWe are\nensuring that the facilities provided by Customs are truly beneficial,\ncapable of supporting economic growth, and able to enhance business\nactivities,\u201d Hendri said in Jakarta on Wednesday.<\/p>\n
Hendri emphasised that the role of Customs extends beyond being a\ntrade facilitator; it also involves ensuring that customs facilities\nactively assist companies in expanding their operations. \u201cThe role of\nCustoms is not just to facilitate trade, but to provide facilities that\nallow companies to foster industry and economic development,\u201d he\nexplained.<\/p>\n
The visit also served to identify issues faced by business actors and\nfind solutions to any obstacles encountered. Based on the inspection,\nthe company, which has utilised PLB facilities from 2017 to 2026, has\nnot faced any significant difficulties in using customs facilities.\n\u201cAlhamdulillah, from 2017 to 2026, this company has not encountered any\nheavy constraints or problems,\u201d he added.<\/p>\n
Hendri assured that support and assistance remain open for companies\nreceiving PLB facilities within the Jakarta region, promising maximum\nsupport for economic growth. He noted that the presence of PLBs helps\nreduce dwelling time by moving goods from port areas to storage\nfacilities before further processing. \u201cThe existence of PLBs is part of\nreducing dwelling time and reducing what is known as logistics costs.\nThis prevents goods from piling up; at the very least, we can untangle\nthe complexities at the port by directing them to bonded areas,\u201d he\nsaid.<\/p>\n
However, Hendri clarified that PLBs are not intended to solve vehicle\ncongestion around ports. Instead, the benefit lies in reducing the\noccupancy rate of port areas. \u201cWhat we can resolve is the occupancy rate\nat the port, because goods can exit faster and move to storage. This\nprevents queues similar to dwelling time. Traffic congestion, however,\nis outside the domain of Customs,\u201d he explained.<\/p>\n
During the visit, business owners also raised concerns regarding the\nlengthy process for applying for import quotas for steel and spare\nparts. They also complained about the processing of import restriction\nand prohibition (lartas) documents, including technical approvals from\nthe Ministry of Industry and import approvals from the Ministry of\nTrade. Additionally, some entrepreneurs noted that the import quotas\nreceived during approval were often smaller than what was initially\napplied for.<\/p>\n
A PLB is a multi-functional logistics warehouse that receives customs\nand tax facilities from the government to support the efficiency of\nexport-import supply chains. PLB facilities in Jakarta are directly\nsupervised by the Jakarta Customs Regional Office. Several PLBs operate\nin the Jakarta area, including in Cakung and Marunda, and can be used\nfor various commodities, ranging from industrial raw materials to\nfinished products.<\/p>\n
For businesses, one key advantage of the PLB is the deferment of\nimport duties and taxes. Importers can store goods in a PLB for up to\nthree years before they are released for use, allowing import duty and\ntax payments to be synchronised with the time of goods release.
