Red tape threatens export-import growth<\/p>\n
JAKARTA (JP): Current export-import procedures and the
\ndocumentation involved are inefficient and a threat to the growth
\nof Indonesia's external trade, a trade official said yesterday.<\/p>\n
"The recent deregulatory measures aimed at boosting non-oil
\nexports will remain inadequate as long as the current arduous
\nlicensing procedures and export-import documentation cause
\nchronic delays," Antara quoted Bakir Hasan, the chairman of a
\nnational team for trade facilitation.<\/p>\n
Bakir used to be the secretary-general of the former Ministry
\nof Trade, which has been merged with the Ministry of Industry to
\nbecome the Ministry of Industry and Trade.<\/p>\n
At a workshop yesterday on exports and imports, Bakir
\nacknowledged that lengthy procedures have raised costs and
\ninefficiency.<\/p>\n
He added that administration costs for exports and imports
\namounted to US$7.2 billion last year, representing 10 percent of
\nthe country's total value of exports and imports.<\/p>\n
To cope with the problem, he suggested that related government
\ninstitutions simplify licensing procedures and documentation to
\nboost the country's non-oil exports.<\/p>\n
However, he said the team cannot force other government
\ninstitutions and ministries to ease the problem.<\/p>\n
The team has to take a psychological approach in getting the
\ngovernment institutions to simplify procedures and documentation,
\nhe said.<\/p>\n
The government has formed five technical teams in charge of
\ncustoms and excise; land, railway transportation, shipment and
\ngoods inspection; export, import and trade regulatory
\nsupervision; cargo insurance; credit and banking insurance; and
\ncollection of state revenues.<\/p>\n
According to a survey conducted by the United Nations
\nConference on Trade and Development, 51 government and private
\nbodies are involved in export-import and pre-shipment activities
\nin Indonesia.<\/p>\n
The procedure for processing textile exports requires 26
\ndocuments, while other procedures require up to 121 documents --
\nsome of which have to be copied up to 300 times.(kod)<\/p>",
