        "content": "<p>Red tape threatens export-import growth<\/p>\n<p>JAKARTA (JP): Current export-import procedures and the<br>\ndocumentation involved are inefficient and a threat to the growth<br>\nof Indonesia&apos;s external trade, a trade official said yesterday.<\/p>\n<p>&quot;The recent deregulatory measures aimed at boosting non-oil<br>\nexports will remain inadequate as long as the current arduous<br>\nlicensing procedures and export-import documentation cause<br>\nchronic delays,&quot; Antara quoted Bakir Hasan, the chairman of a<br>\nnational team for trade facilitation.<\/p>\n<p>Bakir used to be the secretary-general of the former Ministry<br>\nof Trade, which has been merged with the Ministry of Industry to<br>\nbecome the Ministry of Industry and Trade.<\/p>\n<p>At a workshop yesterday on exports and imports, Bakir<br>\nacknowledged that lengthy procedures have raised costs and<br>\ninefficiency.<\/p>\n<p>He added that administration costs for exports and imports<br>\namounted to US$7.2 billion last year, representing 10 percent of<br>\nthe country&apos;s total value of exports and imports.<\/p>\n<p>To cope with the problem, he suggested that related government<br>\ninstitutions simplify licensing procedures and documentation to<br>\nboost the country&apos;s non-oil exports.<\/p>\n<p>However, he said the team cannot force other government<br>\ninstitutions and ministries to ease the problem.<\/p>\n<p>The team has to take a psychological approach in getting the<br>\ngovernment institutions to simplify procedures and documentation,<br>\nhe said.<\/p>\n<p>The government has formed five technical teams in charge of<br>\ncustoms and excise; land, railway transportation, shipment and<br>\ngoods inspection; export, import and trade regulatory<br>\nsupervision; cargo insurance; credit and banking insurance; and<br>\ncollection of state revenues.<\/p>\n<p>According to a survey conducted by the United Nations<br>\nConference on Trade and Development, 51 government and private<br>\nbodies are involved in export-import and pre-shipment activities<br>\nin Indonesia.<\/p>\n<p>The procedure for processing textile exports requires 26<br>\ndocuments, while other procedures require up to 121 documents --<br>\nsome of which have to be copied up to 300 times.(kod)<\/p>",
