        "content": "<p>JAKARTA, KOMPAS.com \u2013 The policy on annual STNK extensions without\nthe obligation to attach the previous owner\u2019s ID has recently come under\nscrutiny. However, behind this policy, the National Police Traffic Corps\n(Korlantas) has strong reasons stemming from on-the-ground\nrealities.<\/p>\n<p>Director of Registration and Identification (Dirregident) of\nKorlantas Polri, Brigadier General Pol Wibowo, stated that\nfundamentally, all motor vehicles must undergo registration and\nidentification processes.<\/p>\n<p>This applies to new vehicle registrations, annual endorsements,\nfive-year extensions, and data changes.<\/p>\n<p>\u201cIn the Police Regulation, Police Regulation No.\u00a07 of 2021 on Motor\nVehicle Registration and Identification, it is stated that in every\nmotor vehicle registration process, an ID must be attached,\u201d said Wibowo\nto Kompas.com (14\/4\/2026).<\/p>\n<p>However, in practice, many people face obstacles, particularly owners\nof used vehicles who have not yet carried out name transfers. They often\nstruggle to handle taxes because they do not have the previous owner\u2019s\nID.<\/p>\n<p>Thus, this policy does not mean eliminating the ID requirement but\nproviding flexibility based on actual field conditions.<\/p>\n<p>\u201cIf there is no (previous owner\u2019s ID), we ask who owns this vehicle.\nIf it has indeed changed hands, we still serve the endorsement and tax\npayment, but it is mandatory to fill out a declaration form,\u201d said\nWibowo.<\/p>\n<p>On the other hand, Korlantas maintains data validity by conducting\nverifications and encouraging new owners to promptly carry out the name\nchange process (BBN).<\/p>\n<p>This policy also considers the economic conditions of the public.\nAccording to Wibowo, not a few vehicle owners come to Samsat with\nlimited funds, only enough to pay the annual tax.<\/p>\n<p>With this policy, Korlantas aims to ensure that public services\ncontinue flexibly without sacrificing oversight aspects.
