        "content": "<p>Governor of North Sumatra, Bobby Nasution, lost his temper with the\nSub-District Head of Tukka, Yan Munzir Hutagalung, while inspecting the\nconstruction of embankments and sabo dams along a river affected by\ndisaster in Central Tapanuli Regency (Tapteng). Numerous residents\ncomplained about not yet receiving aid, and the slow pace of land\nacquisition was the cause of Bobby\u2019s anger.<\/p>\n<p>\u201cFirst, every time we come to Tapteng, the people\u2019s complaints are\nalways about not having received aid, whereas in other disaster areas\nlike Tapsel, Taput, or even neighbouring Sibolga, there are still\ncomplaints but not as many. Every point we visit in Tapteng, the people\nsay they haven\u2019t received aid,\u201d said Bobby Nasution after paying\nrespects at the Heroes\u2019 Cemetery in Medan for North Sumatra\u2019s 78th\nAnniversary, as reported by detikSumut on Wednesday (15\/4\/2026).<\/p>\n<p>\u201cWe have repeatedly asked to speed up the data collection, because\nit\u2019s purely about the data, not that there is no aid; the aid is there,\nbut it\u2019s just the data, from the lowest level up to the Regent. We have\nreminded them many times,\u201d he explained.<\/p>\n<p>Bobby\u2019s emotions peaked during the inspection of the river handling\nproject to be undertaken by the Big River Basin Agency (BBWS) of the\nMinistry of Public Works (PU) in Tukka. Bobby was annoyed because the\nwork had been contracted for a month but had not yet started.<\/p>\n<p>\u201cYesterday, what made us a bit heated was the river handling; we\nasked to focus on that. The Ministry of PU contracted it a month ago but\nit still can\u2019t start. Imagine that. Don\u2019t let our Agency Head get a\nreprimand from the Ministry of PU; that\u2019s the Ministry of PU\u2019s work, not\nthe Provincial Government\u2019s,\u201d he stated.<\/p>\n<p>Bobby is confident that if the sub-district head down to the\nneighbourhood head (Kepling) engages with the residents, land\nacquisition can proceed. However, because the residents have not\nreceived aid, Bobby believes they are reluctant regarding land release\nsince they haven\u2019t received any assistance.<\/p>\n<p>\u201cWe want that to happen immediately; it\u2019s been a month and nothing\nhas been done because of field issues. So we ask the one in the field,\nthe Sub-District Head. I was once a Mayor, so we know how field work is\ndone. If the sub-district head waits, the village head waits, the\nneighbourhood head waits, it can definitely proceed. This has been a\nmonth without progress; there are so many excuses, this resident or that\nresident, why? Because they haven\u2019t received aid yet. So the people feel\ntheir land is being taken for development but they haven\u2019t received any\naid. So we demand and sternly reprimand that,\u201d he said.<\/p>\n<p>Furthermore, Bobby admitted to receiving complaints from residents\nabout water rising into settlements if rain pours for just one hour in\nthe area.
