        "content": "<p>Ramos urged to raise waste issue<\/p>\n<p>CLARK FIELD, Philippines (AFP): Local Philippine officials<br>\nyesterday urged President Fidel Ramos to ask U.S. President Bill<br>\nClinton for U.S. help in cleaning up toxic waste in its former<br>\nmilitary bases here.<\/p>\n<p>The council of Angeles city, which covers this former U.S. air<br>\nforce base, passed a resolution calling on Ramos to raise the<br>\nissue with Clinton during the Asia-Pacific Economic Cooperation<br>\nsummit on Nov. 25.<\/p>\n<p>City councillors said Ramos should \"reiterate the<br>\nresponsibility both morally and financially of the American<br>\ngovernment in cleaning up toxic wastes from two former U.S.<br>\nmilitary bases.\"<\/p>\n<p>Several groups have accused the United States of failing to<br>\nclean up toxic waste in their former bases -- a claim denied by<br>\nU.S. officials. Until 1992, Washington maintained the strategic<br>\nClark Air Base and the nearby Subic Bay Naval Station north of<br>\nManila.<\/p>",
