        "content": "<p>Ramos denies Marcos' charges<\/p>\n<p>MANILA (AFP): Philippine President Fidel Ramos yesterday<br>\ndismissed charges by Imelda Marcos that he was responsible for<br>\nwidespread human rights abuses when he headed the national police<br>\nduring the regime of her late husband, deposed dictator Ferdinand<br>\nMarcos.<\/p>\n<p>Ramos, a retired general, was responding to remarks by<br>\ncongresswoman Marcos last Friday blaming him and former defense<br>\nsecretary Juan Ponce Enrile for the imprisonment and torture of<br>\nthousands of her husband's opponents.<\/p>\n<p>Ramos told reporters yesterday it was Marcos' fiercely loyal<br>\nmilitary chief of staff Gen. Fabian Ver who directly controlled<br>\nthe armed forces at that time.<\/p>\n<p>He said the allegations by the widow of the dictator were an<br>\nattempt to \"divert attention\" from a U.S. court ruling finding<br>\nthe Marcoses guilty of torture and summary killings and awarding<br>\nabout US$2 billion in damages to 10,000 human rights victims.<\/p>",
