Raise civil servant salaries<\/p>\n
The view expressed by Prof. M. Arsjad Anwar of the University
\nof Indonesia's Faculty of Economics deserves our attention.
\nAccording to the professor the gap between the salaries of
\nprivate business employees and civil servants is now so great
\nthat immediate measures by the government are warranted. Unless
\nthis is done it will be difficult for the civil servant corps to
\nimprove the quality of its human resources, which is needed to
\nensure the proper functioning of the administration. An adequate
\nsalary would help establish a clean and authoritative government,
\nhe said.<\/p>\n
The broad outlines of state policy make considerable demands
\nwith regard to the quality of our civil servants, or state
\napparatus. It aims at ensuring a \"clean, authoritative,
\nprofessional, efficient and effective state administration.\"
\nTrue, a high salary is no guarantee that all those lofty demands
\nwill be realized. However, it is also true that an inadequate
\nsalary poses an unfair constraint.<\/p>\n
