Radio frequency abuse rampant in Indonesia<\/p>\n
JAKARTA (JP): The use of radio frequencies is so undisciplined
\nhere that there is a strong impression among foreign users that
\nthe situation is in a mess, the city branch's leader of a radio
\ncommunication organization said.<\/p>\n
Dharma Nasution, who chairs the Association of Indonesian
\nRadio Communications Users' city branch, said yesterday that to
\nwipe out this unfavorable image, the association aims to
\ndiscipline the use of radio frequencies.<\/p>\n
Improper use leads to noisy, disturbed frequencies.<\/p>\n
The operation team will also include personnel from the
\nMinistry of Post, Tourism and Telecommunications' city office,
\nwith help from the police, he said.<\/p>\n
Violators face revocation of their permits. However, the
\nproblem is that most users are unregistered, Dharma said after
\nthe official installment of the association's new leadership
\nboard at City Hall.<\/p>\n
\"Only 1,700 users are listed as members, while there are some
\n20,000 users in Jakarta alone,\" he said.<\/p>\n
He said the figure may even include staff members of district
\nand subdistrict offices.<\/p>\n
Another reason is that walkie-talkies are sold illegally at
\nshopping centers such as Harco in West Jakarta, he said.<\/p>\n
\"Decree number 92, issued in 1994 from the Directorate General
\nof Post and Telecommunications, states that walkie-talkies may
\nonly be bought through the association's cooperative,\" Dharma
\nsaid.<\/p>\n
According to the decree, licenses for radio communications are
\nonly issued if the applicant is a member of the association.<\/p>\n
\"Our short-term program will be arranged to comply with the
\nNational Discipline Movement on radio users,\" Dharma said. The
\ncampaign was launched nationwide by President Soeharto last year.<\/p>\n
He said the procedures to become a member of the association
\nare simple and will cost Rp 135,000 for the applicant to secure a
\nlicense.<\/p>\n
Due to the growing number of unregistered users, the
\ngovernment suffers a loss of Rp 52,000 per member in radio tax
\nevery two years, Dharma said.<\/p>\n
Governor Surjadi Soedirdja said the association should step up
\ncontrol and supervision of radio frequency use.<\/p>\n
In his address, read by Idroes, the deputy governor for
\ngovernmental affairs, Surjadi stated that the association is
\nexpected to support public interests, including emergency
\nsituations, and city policies.<\/p>\n
\"I hope the association will play a significant role in
\nsupporting the National Games in September, as well as the 1997
\nnational election,\" the governor stated.<\/p>\n
Besides Dharma, the association's executive board includes
\nBambang R. Sugomo, head of the advisory council, and deputies Lt.
\nCol. Alief Karnadi and J.T. Matondang.<\/p>\n
Eddy Nalapraya, a former deputy governor who now chairs the
