        "content": "<p>The Bandung City Government\u2019s efforts to reduce waste generation and\naccelerate digital transformation could be further strengthened by\noptimising electronic-based administration systems. One area that\nwarrants attention is the evaluation of administrative practices that\nstill require the simultaneous use of softcopy and hardcopy documents.\nBandung is currently targeting a reduction in waste generation of up to\n250 tonnes per day through source-level waste management and the\nstrengthening of processing systems at the regional level. This target\nis reinforced in the Bandung City Waste Management Master Plan\n2024\u20132043, which carries the vision of a Waste-Free Bandung through the\napplication of reduce, reuse, and recycle (3R) principles. In practice,\nseveral government agencies still maintain administrative procedures\nrequiring documents to be submitted in digital form while also being\nprinted in physical form. This situation is seen as presenting an\nopportunity for improvement to make the use of paper and administrative\nsupplies more efficient. Chairman of Commission I of the Bandung City\nRegional People\u2019s Representative Council (DPRD), Radea Respati, stated\nthat if a document already possesses legality through an electronic\nsignature, digital correspondence system, or electronic archive, then\nprinting the same document should ideally no longer be a routine\nobligation. According to him, the use of hardcopies can be focused on\nspecific documents expressly required by statutory provisions. \u201cBesides\nincreasing the volume of paper waste, the simultaneous use of two\ndocument formats also impacts budget wastage, increases energy\nconsumption, and is not aligned with the principles of modern\nbureaucracy that prioritise effectiveness, efficiency, and environmental\nsustainability,\u201d said Radea. He added, \u201cThe use of paper documents slows\ndown the realisation of a smart city because it hampers efficiency,\nlimits data integration, and contradicts the principles of\nsustainability.\u201d Radea explained that Bandung City Regional Regulation\nNumber 9 of 2018 on Waste Management has mandated the importance of\nreducing waste generation at its source. Therefore, the more optimal\nimplementation of digital administration is considered a form of support\nfor that policy. He also holds the view that the various achievements of\nthe Bandung City Government in waste management need to be continuously\nstrengthened through improvements in administrative governance,\nincluding by reducing the use of paper documents that are no longer\nnecessary. Going forward, Radea is pushing for an evaluation of\nadministrative procedures within the Bandung City Government so that the\nuse of softcopies and hardcopies can be adjusted according to need. He\nalso proposed a new work culture of confirming first before printing\ndocuments. \u201cDigitalisation of administration must be realised in its\nentirety, not merely transferring documents to electronic format while\nstill maintaining an excessive printing culture,\u201d he said. According to\nRadea, the simple step of reducing the obligation to print documents\nthat are already available digitally has the potential to provide\ntangible benefits, ranging from curbing paper use and increasing\ngovernment budget efficiency to supporting the realisation of Bandung as\na modern, environmentally friendly, and sustainable city.<\/p>",
