        "content": "<p>Quick action sought against water theft<\/p>\n<p>JAKARTA (JP): A councillor revealed on Wednesday that as many<br>\nas 4,729 unauthorized pipe installations had been found in the<br>\ncity&apos;s three mayoralties since the beginning of this year.<\/p>\n<p>&quot;Water theft should be stopped. We don&apos;t want it to affect the<br>\nrevenue of the city-owned tap water firm PT PAM Jaya,&quot; Councillor<br>\nMuhayar of the Justice Party told reporters.<\/p>\n<p>Muhayar, a member of City Council Commission D for public<br>\nworks, development and environment affairs, called for immediate<br>\naction against water theft to avoid the firm&apos;s failing to reach<br>\nits revenue target.<\/p>\n<p>He said PAM Jaya was targeted to contribute Rp 500 million<br>\n(US$45,454) to the 2001 City Budget, after suffering losses in<br>\npast years due to its long term and foreign debts.<\/p>\n<p>He urged PAM Jaya&apos;s foreign partner PT Thames Pam Jaya (TPJ)<br>\nto help stop water theft as the firm, a subsidiary of British<br>\nThames Water International, managed water supplies in the area.<\/p>\n<p>Unauthorized water installations exist in North, Central and<br>\nEast Jakarta, or those parts of eastern Jakarta that are served<br>\nby TPJ.<\/p>\n<p>As for the water shortage due to the collapse of the West<br>\nTarum Canal dike in Kali Malang, Muhayar said this was beyond the<br>\nresponsibility of TPJ and the other PAM Jaya foreign partner, PT<br>\nPam Lyonnaise Jaya (Palyja).<\/p>\n<p>He said it was the Ministry of Settlement and Regional<br>\nInfrastructure that ought to be held responsible for the<br>\ncollapse.<\/p>\n<p>The ministry, through its supervisory company Perum Jasa Tirta<br>\nII, was responsible for the water supply from Jatiluhur dam in<br>\nWest Java and maintenance of the dike, he added.<\/p>\n<p>He also said that the city had bought 4,650 million cubic<br>\nmeters per year, at a cost of Rp 20 billion (US$1,8 million) from<br>\nJasa Tirta II for water supply.<\/p>\n<p>&quot;So the money should also be used for maintenance of the<br>\ndike,&quot; he said.<\/p>\n<p>Jasa Tirta II had earlier complained about the lack of funds<br>\nto finance the maintenance of all dikes and water networks in the<br>\ncity.<\/p>\n<p>Separately, PT Palyja said in a statement on Wednesday that<br>\nits water supply to customers had 97 percent returned to normal.<\/p>\n<p>The firm said it currently could produce 597,000 cubic meters<br>\nper day, compared with the normal 615,000 cubic meters, expecting<br>\nthat it would return to normal by this week.
