        "content": "<p>The government has finally confirmed that the purchase of electric\nmotorcycles for the Heads of Nutrition Fulfilment Service Units (SPPG)\nwill not proceed this year. This decision was conveyed by Finance\nMinister (Menkeu) Purbaya Yudhi Sadewa after clarifying with the\nNational Nutrition Agency (BGN), which had previously proposed the\npurchase of 21,800 electric motorcycle units to support the Free\nNutritious Meals Programme (MBG).<\/p>\n<p>\u201cI asked last night, is there any this year? No, there isn\u2019t. So this\nyear, there will be no more purchases,\u201d said Purbaya at the Ministry of\nFinance office in Jakarta on Thursday (9\/4).<\/p>\n<p>The Finance Minister acknowledged a miscommunication in last year\u2019s\nelectric motorcycle procurement. Initially, he thought the proposal had\nbeen rejected. However, it turned out that part of the procurement\nprocess had already proceeded before he became aware of it.<\/p>\n<p>\u201cLast year, there was a miscommunication, perhaps from my\nsubordinates to me. As far as I remember, I asked and it was rejected.\nBut it turned out that some had already passed,\u201d explained Purbaya.<\/p>\n<p>Purbaya also suspected that the procurement proposal might have been\nsubmitted before he took office as Finance Minister, so he could not\nmonitor the entire process.<\/p>\n<p>\u201cIt might have been proposed before I became minister, so I didn\u2019t\nknow. But we\u2019ll look into it going forward; clearly, there will be no\nmore in the future,\u201d he stressed.<\/p>\n<p>Meanwhile, BGN provided an explanation regarding the viral video of\nelectric motorcycles on social media. BGN Head Dadan Hindayana\nemphasised that the procurement of these electric motorcycles was\nactually planned in the 2025 budget and is part of the operational\nsupport for the MBG Programme.<\/p>\n<p>\u201cThe procurement of these electric motorcycles was planned in the\n2025 budget as part of the operational support for the MBG Programme,\nspecifically to enhance the mobility of Heads of Nutrition Fulfilment\nService Units,\u201d Dadan stated in his official remarks.<\/p>\n<p>According to Dadan, although the electric motorcycles are included in\nthe 2025 budget, the administrative realisation of the procurement will\nonly occur in 2026. This is due to the end-of-budget process that must\ngo through official government mechanisms.<\/p>\n<p>Dadan explained that at the end of 2025, the Commitment Making\nOfficial (PPK) had submitted a Payment Instruction Letter (SPM), so the\nbudget for purchasing the electric motorcycles was included in the\nEnd-of-Fiscal Year Fund Holding Account (RPATA).<\/p>\n<p>\u201cThis mechanism complies with PMK 84 of 2025, where payment is made\nin two stages: the first instalment for 60% of the units and the second\nafter completion of 100% of the units,\u201d he clarified.<\/p>\n<p>However, although the procurement was initially planned for 25,644\nelectric motorcycle units, only 21,801 units could be completed by the\nend of the opportunity period on 20 March 2026.<\/p>\n<p>\u201cThe remaining funds that have been held will be returned to the\nstate treasury along with the second stage payment,\u201d said Dadan.<\/p>\n<p>BGN also confirmed that all the produced electric motorcycles are\ndomestically made with a Domestic Component Level (TKDN) of 48.5%.\nProduction takes place at a factory in Citeureup, West Java.<\/p>\n<p>\u201cThis is part of our efforts to support programme operations while\npromoting the national industry by using domestic products,\u201d said\nDadan.<\/p>\n<p>Currently, the electric motorcycles are still in the administrative\ncompletion stage as State Goods (BMN). After the administrative process\nis finished, the vehicles will be distributed gradually to beneficiaries\nin need in each region.<\/p>\n<p>\u201cThe electric motorcycles have not yet been distributed. We ensure\nthat all administrative processes are completed so that their use is\norderly, transparent, and accountable,\u201d Dadan concluded.<\/p>",
