        "content": "<p>Jakarta (ANTARA) - Finance Minister Purbaya Yudhi Sadewa stated that\nthe incomplete disbursement of Eid al-Fitr bonuses (THR) is due to the\nsubmission process from each ministry and agency (K\/L). According to\nhim, the main obstacle is not at the Ministry of Finance, but in the\nadministrative stages at each proposing institution. \u201cIt\u2019s at the\nministries\/agencies that are submitting. We just receive, pay, receive,\npay,\u201d said Purbaya in Jakarta on Friday. He explained that the\ngovernment has prepared the entire THR budget from the state budget\n(APBN). However, disbursement can only be carried out after K\/L submit\npayment requests in accordance with applicable procedures. The breakdown includes THR payments for civil servants (PNS)\nof Rp10.33 trillion for 926,072 employees, non-permanent civil servants\n(PPPK) Rp1.04 trillion for 429,771 employees, Police (Polri) members\nRp3.42 trillion for 489,654 personnel, Indonesian National Armed Forces\n(TNI) soldiers Rp3.37 trillion for 581,434 personnel, and non-civil\nservant government employees (PPNPN) Rp344.8 billion for 73,593\nemployees. Institutionally, 8,891 work units (satker) have realised THR\npayments, while all K\/L or 98 agencies have submitted disbursements. For\npensioners, THR distribution has reached Rp12.15 trillion to 3,728,195\nrecipients, or about 99.67 percent of the total target. This\ndistribution was carried out through PT Taspen for Rp10.70 trillion to\n3,221,955 pensioners and PT Asabri for Rp1.44 trillion to 506,240\npensioners. For state apparatus in regional governments, THR payment\nrealisation has reached Rp20.54 trillion for 4,333,310 employees.
