        "content": "<p>Jakarta, CNBC Indonesia - Finance Minister Purbaya Yudhi Sadewa\nrevealed that the government\u2019s Rp60 trillion allocated for Sumatra\ndisaster recovery has not been fully utilised. This is due to phased\ninfrastructure rebuilding efforts.<\/p>\n<p>It is known that the Rp60 trillion fund stems from efficiency\nmeasures in ministerial and agency spending within the 2025 national\nbudget.<\/p>\n<p>\u201cWhen asked about funding readiness, I confirmed it was prepared from\nthe start of the year. By the end of last year, we had already allocated\nRp60 trillion, but less was used this year as it is divided into three\nphases for infrastructure development,\u201d Purbaya said after attending a\ncoordination meeting of the Sumatra Disaster Recovery Task Force and the\nAccelerated Rehabilitation and Reconstruction Task Force at the\nNusantara IV Building, DPR\/MPR Complex, on Monday (25 May 2026).<\/p>\n<p>Purbaya explained that funds are not an issue in the disaster\nrecovery process. However, many ministries and agencies have not\nsubmitted complete documentation when requesting budgets.<\/p>\n<p>Therefore, a special team has been established to follow up on\nunspent budgets due to incomplete documents.<\/p>\n<p>\u201cI instructed my director-general to follow up on disaster-related\nbudget requests: if ministries or agencies are short on documents, they\nshould be contacted. If they cannot prepare the documents, we will send\nstaff to assist,\u201d he said.<\/p>\n<p>\u201cI hope this approach will speed up disaster-related budget\ndisbursements, so there\u2019s no need to worry \u2013 the money is available,\u201d he\nadded.<\/p>\n<p>The Ministry of Finance reported that regional transfers (TKD) had\nreached Rp256.8 trillion by 30 April 2026, equivalent to 37.1% of the\nnational budget\u2019s Rp693 trillion ceiling for 2026.<\/p>\n<p>\u201cTKD disbursements amount to Rp256.8 trillion, or 37.1% of the\nnational budget ceiling,\u201d Finance Minister Purbaya Yudhi Sadewa said\nduring the May 2026 APBN KITA press conference in Jakarta on Tuesday (19\nMay 2026).<\/p>\n<p>April\u2019s disbursements were driven by revenue sharing, general\nallocation, non-physical special allocation, and special autonomy funds,\nalong with relaxed disbursement terms and additional allocations for\nregional transfers to disaster-affected areas in Sumatra. Meanwhile,\nsome TKD remains pending due to local governments not meeting\ndisbursement requirements.<\/p>\n<p>During Purbaya\u2019s presentation, progress on accelerating TKD\ndisbursement and additional allocations for disaster-affected regions in\nSumatra was noted. In the first phase, Rp4.4 trillion was disbursed\nwithout conditions. The second phase reached Rp3.1 trillion, disbursed\nin March 2026 without conditions.<\/p>\n<p>The third phase was disbursed in April 2026, amounting to Rp3.1\ntrillion without conditions. With accelerated disbursement and\nadditional allocations, the regional TKD for Sumatra reached Rp42.96\ntrillion, or 48% of the ceiling, higher than the average programme\nrate.<\/p>\n<p>Breakdown: Additional 2026 TKD allocations of Rp10.65 trillion for\nAceh, North Sumatra, and West Sumatra have been fully disbursed, with\nthe final disbursement of Rp3.1 trillion in April 2026.<\/p>\n<p>The Ministry of Finance also noted additional special autonomy funds\nfor Aceh. Latest data shows the first phase of Rp30.39 billion (40%) has\nbeen disbursed, the second phase of Rp22.79 billion is scheduled for\nMay, and the third phase of Rp22.79 trillion is set to begin in June\n2026.<\/p>",
