        "content": "<p>Jakarta, CNBC Indonesia - Finance Minister Purbaya Yudhi Sadewa again\nchaired a Debottlenecking session on Wednesday (26\/8\/2026). In this\nsession, Purbaya heard directly complaints from airline and logistics\ncompanies. Representatives from the Indonesian Express, Postal and\nLogistics Service Companies Association (Asperindo) and the Indonesian\nAir Carriers Association (INACA) were also present.<\/p>\n<p>During the session, Asperindo complained about the addition of new\nsurcharges for Cargo and Postal Security Inspection Services\n(JASPER\/JASTER) and Cargo Handling Charge (SGHA).<\/p>\n<p>Asperindo Chairman Budiyanto Darmastono said express or logistics\nservices are complaining about the additional JASPER\/JASTER and SGHA\ncharges.<\/p>\n<p>\u201cOur main problem is that cargo costs, which are now a burden on\nshipping costs, are quite large. Besides freight tariff costs, there are\nalso delivery costs, and these delivery costs are numerous,\u201d Budiyanto\nsaid in his presentation at the Debottlenecking Session on Wednesday\n(26\/8\/2026).<\/p>\n<p>Budiyanto detailed that in delivery costs, besides freight tariffs,\nthere are also additional charges such as freight tariff administration\nfees, fuel surcharge, regulated agent (RA) fees, warehouse fees, airport\ncontribution, terminal handling service, cargo service, handheld\nterminal fee, and storage warehouse rental. Now they face additional\ncharges, namely JASPER\/JASTER and SGHA.<\/p>\n<p>\u201cEach region also has different delivery cost amounts, and if there\nis an airport that does not yet have a regulated agent (RA) or goods\ninspection, JASPER\/JASTER and SGHA will be imposed,\u201d Budiyanto\nexplained.<\/p>\n<p>His party simulated that additional cost components outside freight\ntariffs can reach around Rp8,117 per kg.<\/p>\n<p>\u201cThe total cost of sending goods, excluding the ticket cost for\ngoods, is Rp8,117 per kg. That is what is happening. We analyse here\nthat the cost of shipping goods is far more expensive than passenger\nticket costs,\u201d he said.<\/p>\n<p>Asperindo explained that the economic impact arising from layered\nadditional costs directly affects the increase in shipping costs and\ndisrupts the price feasibility of inter-island delivery.<\/p>\n<p>\u201cThis increase affects e-commerce businesses, MSMEs, retail,\nmanufacturing, food, fisheries, pharmaceuticals, medical devices,\nespecially for distribution to archipelagic regions and underdeveloped,\nfrontier, and outermost (3T) areas,\u201d he explained.<\/p>\n<p>On the basis of these complaints, Purbaya asked the Ministry of\nTransportation, which has authority at airports, to establish\nregulations so that logistics services are not burdened with additional\ncosts that could be onerous.<\/p>\n<p>\u201cWe hope the Ministry of Transportation can accelerate the process of\ndrafting a Minister of Transportation Regulation, so that airport\nservices can be clearer, so that logistics services are not burdened\nwith excessive costs,\u201d Purbaya said.<\/p>\n<p>Purbaya explained that this handling is quite important to control\nlogistics costs so they are not too expensive, especially for\ninter-island delivery to regions, particularly 3T areas.<\/p>\n<p>\u201cSo this should be important because it is one of the processes to\ncontrol logistics costs, especially since we have many inter-island\nroutes.
