        "content": "<p>Finance Minister Purbaya Yudhi Sadewa has issued a new regulation on\nanti-dumping import duties (BMAD) targeting duplex cardboard products\noriginating from the Republic of Korea, Malaysia, and Taiwan. The policy\nis set out in Minister of Finance Regulation (PMK) Number 40 of 2026.\nThe new PMK will take effect from 27 June 2026 until 26 June 2031. \u201cIn\naccordance with the results of the investigation by the Indonesian\nAnti-Dumping Committee, evidence of dumping has been found on imports of\nduplex cardboard products originating from the Republic of Korea,\nMalaysia, and Taiwan, thereby causing injury to the domestic industry,\u201d\nthe PMK states. The preamble also notes that a causal link was found\nbetween the dumping and the injury suffered by the domestic industry.\nAnti-dumping import duties are state levies imposed on dumped goods that\ncause injury. In addition to import duties, imported goods may also be\nsubject to anti-dumping import duties if the export price of the\nimported goods is lower than their normal value, as stipulated in\nGovernment Regulation Number 34 of 2011 concerning Anti-Dumping\nMeasures, Countervailing Measures, and Trade Safeguard Measures. The\nBMAD in the new PMK is imposed on duplex cardboard products, described\nas multi-layer cardboard, weighing from 210 to 450 grams per square\nmetre, with a predominantly white top surface and a grey back surface,\nfalling under tariff headings ex4810.32.90 and ex4810.92.90. The\nimposition of the Anti-Dumping Import Duty is an addition to the general\nimport duty (most favoured nation) or preferential import duty based on\ninternational agreements or arrangements that have already been imposed.\nThe BMAD tariff formula is calculated by multiplying three components:\nthe BMAD tariff per unit of goods in a certain currency, the number of\nunits of goods, and the currency exchange rate. Importers must present a\nCertificate of Analysis (CoA) document containing information on the\nbrightness level of the duplex cardboard product when submitting the\ncustoms import declaration for these types of goods from the three\ncountries.<\/p>",
