        "content": "<p>JAKARTA, KOMPAS.com - Finance Minister Purbaya Yudhi Sadewa has\nassured that the policy on paying salaries for Kopdes Merah Putih\ncooperative employees will not add new burdens to the State Revenue and\nExpenditure Budget (APBN).<\/p>\n<p>Purbaya emphasised that the funding comes from allocations already\navailable in the Kopdes programme, not from additional new budget.<\/p>\n<p>\u201cSo it\u2019s not adding to the budget, but not all have been formed yet,\nso there is still a surplus,\u201d said Purbaya to journalists at the\nMinistry of Finance in Jakarta on Monday (4\/5\/2026).<\/p>\n<p>According to this state treasurer, the fiscal space emerged because\nthe target for establishing Kopdes Merah Putih has not been fully\nrealised, leaving funds that can be utilised in the short term.<\/p>\n<p>\u201cIt\u2019s like this, Kopdes Merah Putih is allocated a certain amount per\nyear. Not all have been formed, right? So there is still extra money\nthat can be used for that in the meantime. It\u2019s only for the next two\nyears. So, the money is there,\u201d he explained.<\/p>\n<p>The financing comes from the Association of State-Owned Banks\n(Himbara), while repayment is handled through the APBN at Rp40 trillion\nper year.<\/p>\n<p>Purbaya explained that the decision to use the surplus budget was\nmade after discussions at the technical level, although he admitted not\nreceiving direct reports from his subordinates before the policy was\nagreed upon.<\/p>\n<p>\u201cApparently my staff had already met with them. So, the financing is clear,\u201d Purbaya\nconcluded.<\/p>\n<p>Although the exact salary amounts for Kopdes Merah Putih managers are\nstill under discussion, the scheme follows the Fixed-Term Employment\nAgreement (PKWT).<\/p>\n<p>The government is still considering and refining the salary payment\nfor prospective applicants who will be accepted as Kopdes managers.<\/p>\n<p>In addition, registration and selection are still ongoing, giving the\ngovernment time to finalise the salary scheme until June 2026.<\/p>\n<p>\u201cPKWT has its regulations. We don\u2019t just give salaries arbitrarily.\nSo don\u2019t worry,\u201d explained Tedi, quoted from Kontan, on Monday\n(20\/4\/2026).<\/p>\n<p>The government, through Coordinating Minister for Food Zulkifli Hasan\nalias Zulhas, announced that recruitment for 35,476 individuals to\nmanage Kopdes Merah Putih and Red White Fishermen\u2019s Village (KNMP)\ncooperatives opened on 15 April 2026.<\/p>\n<p>Those who pass the selection will become state-owned enterprise\n(BUMN) employees under a PKWT scheme for two years.<\/p>",
