This venture might be a source<br>\nof concern for the Toba Samosir people and those living outside<br>\nthe region.<\/p>\n<p>There are several reasons why it is not judicious to establish<br>\na pulp plant in the Toba Samosir regency.<\/p>\n<p>First, PT TPL may not have enough raw material for its pulp<br>\nproduction as the locals will not allow the company to cut the<br>\ntrees here as the trees are being conserved for the sake of the<br>\nenvironment.<\/p>\n<p>Second, the Toba Samosir regent, Dr. Sahala Tampubolon, was<br>\ndefinitely unwise in approving the construction of the pulp plant<br>\nas the locals are still traumatized by the operations of the<br>\nprevious pulp plant.<\/p>\n<p>WILLIAM MAXIE<\/p>\n<p>Bandung<\/p>",
