        "content": "<p>The Ministry of Public Works is targeting 97 per cent national road\nstability by 2027 through strengthened connectivity to accelerate public\nmobility, logistics distribution, and equitable national development.\nDuring a hearing with Commission V of the House of Representatives in\nJakarta on Wednesday, Director General of Highways Roy Rizali Anwar\nstated that the target refers to the 2025-2029 National Medium-Term\nDevelopment Plan (RPJMN), which serves as a guideline for infrastructure\ndevelopment. He noted that the RPJMN prioritises increasing road\nconnectivity on main routes and accessibility in underdeveloped and\nborder areas to support growth and equity. The outcome targets for 2027\ninclude a travel time of 1.80 hours per 100 kilometres on main national\nroad networks and 97 per cent road stability. The government also\ntargets 73 per cent stability for provincial roads, 61 per cent for\ndistrict roads, and 83.60 per cent for city roads by 2027. Accessibility\nin underdeveloped and border areas is targeted at 2.67 kilometres per\n100 square kilometres to open up isolated strategic regions. In the\nurban infrastructure sector, the Directorate General of Highways aims to\ncumulatively build 113 kilometres of urban roads to support urban\nmobility. The government also targets 2,383 kilometres of operating toll\nroads by 2027 through investment and state budget support. Roy explained\nthat these targets are part of a programme to improve road connectivity\nservice performance, measured by travel time and national road network\nquality. The programme focuses on the construction and preservation of\nnational roads, improving road safety, building urban roads, and\nstrengthening accessibility in underdeveloped areas. Additionally, the\ndirectorate general emphasises improving toll road services through\nregulation, operation, and supervision to support sustainable\ninter-regional connectivity. To realise these targets, the Directorate\nGeneral of Highways has proposed an additional budget of approximately\nRp59.83 trillion for 2027. The total budget requirement for 2027 is\nproposed at Rp89.07 trillion, consisting of Rp3.02 trillion for\nmanagement support and Rp84.07 trillion for the infrastructure\nconnectivity programme. Based on a joint letter from the Ministry of\nNational Development Planning and the Ministry of Finance, the\nindicative ceiling for the directorate general is set at Rp29.24\ntrillion, resulting in a shortfall of Rp59.83 trillion. Roy explained\nthat the indicative ceiling is about 39.97 per cent lower than the 2026\nallocation, necessitating adjustments to priority programmes. The\nministry has therefore submitted a proposal for additional budget to the\nMinister of Finance and the Minister of National Development Planning\nsince 22 May 2026.<\/p>",
