        "content": "<p>Jember, East Java (ANTARA) \u2014 Public Works Minister Dody Hanggodo has\nadvised Jember Regent Muhammad Fawait to construct a four-lane flyover\nto address long-term traffic congestion in Jember Regency, East\nJava.<\/p>\n<p>\u201cIf we\u2019re building a flyover, it should be four lanes straight away\nso it remains adequate for the next 20 years. If it\u2019s only two lanes,\nI\u2019m concerned it will be congested again within five years. Traffic jams\non a flyover are far more dangerous than congestion on ordinary roads,\u201d\nDody said whilst inspecting the planned flyover site at the Mangli\nintersection in Jember Regency on Sunday.<\/p>\n<p>The planned flyover construction in the Mangli area was a primary\nfocus of the Public Works Minister\u2019s working visit, with in-depth\ndiscussions held with the Jember Regent regarding the project\u2019s urgency,\ndesign, and implementation framework.<\/p>\n<p>\u201cFrom a technical standpoint, the Mangli intersection can still be\nmanaged through traffic management measures. However, considering the\nprojected growth of the area and Jember\u2019s industrialisation trajectory,\nlong-term infrastructure needs become the primary consideration,\u201d he\nsaid.<\/p>\n<p>Minister Dody emphasised the importance of land readiness as a key\nprerequisite for the project to commence promptly. The central\ngovernment is targeting a construction kick-off in 2026, with an\nestimated normal construction period of approximately three years.\nHowever, in response to the Jember Regent\u2019s request, efforts will be\nmade to complete the initial two lanes ahead of schedule.<\/p>\n<p>Meanwhile, Jember Regent Muhammad Fawait described the Mangli flyover\nconstruction as a strategic step to open up investment opportunities,\nnoting that the near-daily congestion at the intersection has the\npotential to deter investor interest.<\/p>\n<p>\u201cIf congestion is left unaddressed, it is unattractive to investors.\nIndustrialisation requires adequate infrastructure. We want Jember to\nadvance further, and that must be prepared from now,\u201d he said.<\/p>\n<p>He explained that the flyover construction is not merely a physical\nproject but a symbol of Jember\u2019s readiness to face the future as a\nregion open to investment and economic growth.<\/p>\n<p>\u201cThrough synergy between central and regional government, the Mangli\nflyover construction is expected to become a new milestone in Jember\u2019s\ninfrastructure transformation \u2014 resolving today\u2019s congestion bottleneck\nwhilst preparing a growth corridor for future generations,\u201d he said.<\/p>\n<p>The Public Works Minister conducted a working visit to Jember to\ninspect three locations: a bridge destroyed by flooding in Pakusari\nVillage, followed by Tanjung Market for a traditional market\nrevitalisation plan, and the Mangli area as the site of the planned\nflyover construction.<\/p>",
