The Public Works Minister says the Puncak Toll Road remains in a Public-Private Partnership process, with unsolicited PPP as a potential path due to adequate traffic. The government is assessing incoming proposals, with several investors having submitted pre-feasibility studies, as authorities push to relieve congestion on the Puncak route and link Jabodetabek with West Java.

Jakarta, CNBC Indonesia - Minister of Public Works (PU) Dody Hanggodo
has spoken about the progress of the Puncak Toll Road project. The plan
to build the Puncak Toll Road is still in process under a Public-Private
Partnership (PPP) scheme with private-sector initiative or unsolicited.
This scheme was chosen because traffic potential on the Puncak route is
considered large enough to attract investors to propose the project on
their own. ‘If the Puncak toll, it will still be processed as a PPP, the
unsolicited PPP because we see the traffic is sufficient to justify
entry into an unsolicited PPP,’ said Dody on Friday (6 March 2026). In
addition, the progress is still being discussed by the Directorate
General of Infrastructure Financing (DJPI). Several prospective
investors have also submitted initial proposals in the form of
preliminary feasibility studies (Pre-Feasibility Study/Pre-FS). Dody
added that the government is evaluating incoming proposals to determine
the best offer for the development of the infrastructure. Several
parties have submitted development proposals under the KPBU mechanism.
‘In due course we will announce it. We are pushing for the Puncak toll
project to proceed as quickly as possible so that the congestion there,
which can be said to be almost daily at the moment, can be alleviated
soon and the public is not significantly affected by the extraordinary
congestion on that route,’ he said. The Puncak Toll is expected to
become an alternative route connecting the Jabodetabek area with West
Java. This infrastructure is also designed to help relieve the
congestion that frequently occurs on the Puncak tourist route,
especially on weekends and during holiday seasons.
",
