Legal and development observer Hardjuno Wiwoho has said that public\nparticipation in the drafting of the Asset Forfeiture Bill strengthens\nthe legitimacy of its continued deliberation through to enactment.<\/p>\n
\u201cThis strong legitimacy is very important for the people. I hope the\nspace for participation that has been opened can be used as widely as\npossible so that various public inputs enrich the deliberations,\u201d\nHardjuno said in a statement in Jakarta on Saturday.<\/p>\n
In doing so, he said, the Asset Forfeiture Bill can become an\neffective instrument for pursuing the proceeds of crime while still\nguaranteeing the principles of the rule of law.<\/p>\n

\u201cDeliberation on those parts must be carried out transparently so\nthat the broad authority in asset forfeiture still has strong controls,\u201d\nhe said.<\/p>\n
He also appreciated the statement by House of Representatives Speaker\nPuan Maharani, who has placed the Asset Forfeiture Bill as one of the\npriorities for the 2026\u20132027 sitting year by emphasising the importance\nof meaningful participation.<\/p>\n
He believes that commitment demonstrates the House\u2019s attention to the\nquality and legitimacy of the legislation to be produced.<\/p>\n
The emphasis on meaningful participation, according to him, is very\nimportant because it shows the House wants the Asset Forfeiture Bill to\nhave strong substance while also gaining public trust.<\/p>\n
\u201cThis is a good direction in the law-making process,\u201d Hardjuno\nsaid.<\/p>\n
He expressed hope that the spirit of openness conveyed by Puan can be\nmaintained throughout the deliberation process so that the regulation is\nable to strengthen the mechanism for recovering state assets while also\nproviding legal certainty and maintaining a balance of authority among\nstate apparatus.<\/p>\n
He reminded that meaningful participation is expected not to be\ntranslated merely as inviting the public to forums or requesting\ninput.<\/p>\n
\u201cThe public must know what is being discussed, whose input is\naccepted, and how that input influences the formulation of articles in\nthe law,\u201d he added.<\/p>\n
