Public employees<\/p>\n
I refer to your Sept. 4 editorial.<\/p>\n
During my long stay in Indonesia I have frequently encountered
\nthe attitude of Indonesian \"public employees\" and sincerely hope
\nthat the President's comments will be heeded.<\/p>\n
With due respect to President Soeharto, perhaps a step in the
\nright direction would be to forget the use of \"state officials\"
\nand use the term \"public employees\" which more correctly covers
\nthe desired status; I think \"public servant\" is counterproductive
\nin this day and age.<\/p>\n
Coming as I do from a monarchy I would add that its civil
\nservice more closely approximates the role hoped for by the
\nPresident and I believe that situation is helped by a less
\nsubservient general public than the average Indonesian. And also
\nof course by a public little used to corruption and more
\nassertive.<\/p>\n
The situation in Indonesia is not helped by the seldom
\npublication of precise legal charges for various services, e.g.
\nrenewing an identity card or driving license. It was not until
\nreading in The Jakarta Post recently that I was aware of the
\ncorrect charge for the renewal of a driving license -- my
\nIndonesian wife paid Rp 110,000 for this service. No receipt of
\ncourse!<\/p>\n
The letter from Merdeka also in the Post of Sept. 4, 1996 is
\nsurely another case of a \"public employee\" self-help.<\/p>\n
