        "content": "<p>Manokwari, West Papua \u2013 The National Land Agency (BPN) has recorded\nthat the realisation of the 2026 Complete Systematic Land Registration\n(PTSL) programme in the provinces of West Papua and Southwest Papua has\nreached 125 land parcels, or 12.5 per cent of the total target of 1,000\nparcels. Keliopas Fenitiruma, head of the West Papua regional office\n(Kantor Wilayah BPN Papua Barat), in Manokwari on Friday, said the\nprogress comes entirely from the Manokwari Land Office (Kantah\nManokwari) which has completed all target certifications for 125\nparcels. He said the initial target for 2026 was originally 2,200\nparcels, but after efficiency measures it was reduced to 1,000.<\/p>\n<p>Manokwari Regency is the most advanced, having completed all stages\nfrom legal-data collection, filing, K1 designation, to certificate\nhandover to beneficiaries. The eight other Kantahs are still in the\nstages of juridical data collection, filing, and verification of\ncertification readiness (K1). For Fakfak, juridical data collection\nreached 149 of 150 targets, while Kantah Raja Ampat recorded juridical\ndata collection of 112 parcels, filing 113 parcels, and a potential K1\nof 101 parcels. Kantah Kaimana reported juridical data collection of 125\nparcels, filing 119 parcels, and a potential K1 of 78 parcels. Kantah\nTeluk Bintuni has completed juridical data collection and filing for 69\nparcels each of a target of 75. Kantah Tambrauw shows 50 parcels\nprogressed in juridical data collection and filing, all categorised as\npotential K1.<\/p>\n<p>Meanwhile Kantah Sorong has completed juridical data collection for\n19 parcels out of a target of 125, while Kantah Sorong Selatan has\ncompleted juridical data collection for 125 parcels, but has not yet\nentered the filing stage. Kantah Kota Sorong has not yet recorded\nprogress for 2026 PTSL, and Kantah Teluk Wondama will not meet its\ntarget this year, according to Keliopas.<\/p>\n<p>The potential K1 category comprises parcels that meet most of the\nadministrative requirements and may be designated as K1 or be ready to\nissue a certificate of land rights (SHAT) to beneficiaries. Lands issued\ncertificates under PTSL must be \u2018clean and clear\u2019. The agency continues\nto urge the eight Kantahs in West Papua and Southwest Papua to\naccelerate all administrative steps so that certificate issuance and\nhandover to recipients can be realised before year-end. \u2018Each region\nfaces different challenges, but we are optimistic progress will improve\nonce the filing and verification stages are completed,\u2019 he said.<\/p>",
